Job Description

UNI Global Union is seeking a skilled Monitoring, Evaluation, and Learning (MEL) Manager for the “Together We Care: Partnerships for Equitable Health Systems” project (TWC). This ambitious multi-country project, funded by USAID (United States Agency for International Development), runs from October 2023 to September 2025. It aims to create resilient health and care systems globally, focusing on the well-being of individuals in these sectors. The project’s core mission involves empowering health and care workers and their organizations, promoting gender equality, improving working conditions, and ensuring secure work environments.

Responsibilities

The MEL Manager will provide guidance, vision, and management for all project MEL activities. They must demonstrate expertise in developing and tracking MEL plans, monitoring project performance, conducting data quality audits, compiling quarterly and annual reports, and enhancing the capacity of partners in data utilization. The MEL Manager is responsible for ensuring accurate, consistent, and timely data collection, analysis, and dissemination, along with aggregating project-generated knowledge and lessons learned.

Specific responsibilities include

  • Leading the development and execution of a systematic approach to monitoring, evaluating, and learning all project activities.
  • Establishing and overseeing the performance indicators database, including data verification, entry, and cleaning procedures.
  • Designing and Implementing the Project’s baseline, midline, and endline data tracking and monitoring system to ensure integration with planned project activities.
  • Updating and maintaining the project specific Activity MEL and Collaborating, learning and adapting (CLA) plans and regularly contributing to the updating of the collaboration, learning and adaptation plan.
  • Contributing to project reporting, quarterly and annual, with analysis of key performance indicators and other data and contextual information in a timely manner in coordination with the assigned Project Manager.
  • Guiding and training Implementing Partners, Organizers and other Project staff in data collection, utilization, and analysis.
  • Regularly updating the Project Team and the Country Lead Coordinators on changes in key performance indicators.
  • Conducting routine data quality audits to ensure reliability, timeliness, and relevance of data used for performance indicators.
  • Designing, in coordination with Country Lead Coordinators, a beneficiary feedback system. Collaborating with UNI Global Union home office communications team for reports and success stories, including providing suggestions for infographics and other data visualization techniques.
  • Advising the Project Leadership Team on program progress and potential adjustments.

Knowledge, Skills, and Abilities

  • Expertise in USAID rules and regulations are essential.

  • Capacity to manage multiple tasks in a dynamic environment.

Qualifications

  • Master’s degree in statistics, evaluation research, data science, social science, international development, or a related discipline required; equivalent experience may be substituted for graduate degree.
  • Familiarity with USAID Standard indicators and CLA approach.
  • Minimum 8 years’ experience in monitoring and evaluating development projects, with at least 3 years’ experience monitoring USAID projects.
  • Experience building MEL teams from the ground-up and building the capacity of non-MEL team members is essential.
  • Proficiency in management information systems, reporting, data analysis, and presentation is essential.
  • Experience in the field monitoring USAID projects in sub-Saharan Africa, Asia, or Latin America is desirable.
  • Experience with human resources for health, including organizing and unionization, is desirable.
  • Experience with gender equality indicators is desirable.
  • Effective communication skills, fluency in English.
