Overview

DevTech is seeking a Monitoring, Evaluation, and Learning (MEL) Manager to support the United States Agency for International Development (USAID) funded Strengthening Democratic Governance (SDG) Indefinite Delivery, Indefinite Quantity Contract (IDIQ) Activity and it’s subsequent task orders in Honduras. The purpose of the SDG Activity is to build the systemic accountability and responsiveness of the Government of Honduras (GOH) to citizens, while also strengthening civil society, to increase trust, safeguard human rights, and incentivize Hondurans to remain in their country and participate in their democracy. The high-level expected outcome of this Activity is an improved governance environment in Honduras characterized by greater effectiveness, transparency, and accountability; responsiveness to public needs; and enhanced citizen participation, especially among youth. Achievement of this outcome will strengthen Honduras’ ability to address its persistent development challenges of lack of economic opportunities, insecurity, corruption, and irregular migration while enhancing citizen trust in democracy.

DevTech is seeking a Monitoring, Evaluation, and Learning (MEL) Manager to guide project activities at all levels and advance USAID’s priorities.

Responsibilities
  • Lead and manage the development and implementation of a comprehensive MEL program to ensure adequate systems are in place to measure the task order’s performance and to facilitate an agile adaptive management approach in the face a rapidly shifting political economic context.
  • Develop and implement an IDIQ-level MEL Plan that will be standardized across all task orders.
  • Manage task order MEL program through developing and using indicators specific to the task order and through employing both conventional and complexity-aware monitoring tools and approaches.
  • Lead project evaluation efforts, including development of tools and resources to support data collection, data analysis and report writing.
  • Oversee and support accurate and timely collection of both qualitative and quantitative data for indicators to track implementation.
  • Ensure data quality control/assurance and best practices on collected and used data.
  • Support drafting reports, briefs, and/or dissemination materials for research studies, including but not limited to monthly/quarterly/annual performance reports and responses to other requests from USAID.
  • Oversee consultants hired to provide M&E services and support.
  • Perform other activities as assigned by the COP.
Qualifications
  • University degree (master’s or equivalent is preferred) in economics, public policy and administration, management, mediation, or related field.
  • At least 5 years of relevant professional experience in donor funded project Monitoring and Evaluation (M&E) system development, management, and implementation. (experience with donor funded projects in Honduras or other countries with similar context is preferred).
  • Working knowledge of the USAID systems and approaches in Collaborating, Learning, and Adapting (CLA) and M&E.
  • Up-to-date knowledge and understanding of the MEL and CLA tools and techniques.
  • Prior experience developing and implementing Theories of Change, Results Frameworks, Performance Indicators, and/or other foundational MEL processes.
  • Strong organizational skills and ability to prioritize and multi-task while meeting all internal deadlines.
  • Strong interpersonal and communication skills, including the ability to write reports, blogs and presentations to communicate effectively about technical concepts.
  • Proficiency in Microsoft Word, Excel, Outlook, and Adobe Acrobat
  • Must be proficient in both spoken and written English, with demonstrated ability to write quality reports and deliverables.
  • Proficiency in spoken and written Spanish preferred.
