Job Description

Kimetrica (www.kimetrica.com) seeks qualified candidates for the position of Monitoring, Evaluation and Learning (MEL) Specialist for a USAID Supply Chain Third Party Monitoring (TPM) activity expected to start by September 2021. The activity has a two year base period followed by three option years.

The MEL Specialist will provide the USAID Mission with strategic and technical support focused on improving accountability for the health-product supply chain and, at the same time, build capacity among county-level health staff to strengthen supply chain accountability.

Position Duties and Responsibilities:

The MEL Specialist will be responsible for monitoring, evaluations, learning and knowledge management activities. Specific duties will include:

● Lead/manage monitoring, evaluation, analysis, and assessment activities, including coordination and oversight of local partners/consultants engaged in these activities.

● Manage evaluation and task team leaders and provide quality control in the implementation of evaluation.

● Design data collection and analytical methods and tools to support evaluation design and implementation.

● Employ strong collaboration, learning, and adapting (CLA) practices throughout the work, with an understanding of the USAID Program Cycle.

● Establish methodological processes and standards that are compliant with USAID Evaluation Policy for MEP staff to adhere to on monitoring and evaluation activities.

● Employ strong CLA practices throughout the work, with an understanding of the USAID Program Cycle.

Qualifications:

● A Master’s degree in Statistics, Mathematics, Informatics, or other development-related field

● Minimum of seven (7) years of progressively responsible experience implementing monitoring and evaluation activities for projects of similar scope, including: experience in monitoring, evaluation, and learning, with an eye towards utilization and learning based on theory of change; MEL planning; MEL tool development; data management and data quality assurance across multiple partners and sites; quantitative and qualitative data analysis.

● Familiarity/demonstrated experience with monitoring donor-funded programs, preferably with an understanding of third party monitoring and for USAID.

● Significant data analysis skills including command of statistics, sampling methodologies, statistical analysis software, and data validation techniques.

● Experience designing and implementing various types of mixed-methods evaluations (impact, performance, meta, etc.), analyses, and assessments, an asset.

● Demonstrable expertise and results in capacity development, such as: group training development and delivery or providing on-the-job training or mentorship to staff with varying levels of experience.

● Proven experience and ability to effectively manage a varied workload, focused on detail-orientation, meeting tight deadlines, and meeting task schedules.

● Exemplary and proactive communication skills (spoken and written, and appropriate across cultural contexts) required.

● Strong familiarity with USAID’s Evaluation Policy and CLA practices.

● Familiarity with USAID/KEA Mission is preferred.

● Kenyan candidates preferred.
