Job Description

Cardno is seeking a Monitoring, Evaluation, & Learning Officer for the USAID Biodiversity Program in Papua New Guinea.

The USAID Papua New Guinea (PNG) Biodiversity Program is a five-year conservation program based in Port Moresby. The program aims to strengthen the management of environmental resources in PNG to promote conservation of the country’s exceptional biodiversity and enhance the resilience of its people. The biodiversity program will reduce significant threats to priority biodiversity hotspots in PNG by supporting communities to manage their customary lands and waters, working at both national and local levels to develop the capacities needed to provide communities with the legal, technical, and financial resources required to achieve the sustainable management of their natural resources. The program seeks a Monitoring, Evaluation, and Learning (MEL) Officer to support program MEL systems and develop key performance indicators to monitor and document program success. The Monitoring Evaluation and Learning (MEL) Officer is a local position and therefore ineligible for USAID allowances.

Responsibilities:

  • Work with the MEL Director to support and implement MEL systems and reporting across the program;
  • Provide initial and ongoing training on MEL tracking, evaluation and reporting to relevant project stakeholders;
  • Work closely with the project GIS specialist to capture and represent MEL data in visual, GIS-based outputs, reports, and presentations;
  • Work closely with the GIS specialist to evaluate exactly what GIS interventions will most effectively support GoPNG in representing biodiversity threats, priority actions/programs, and platforms;
  • Support partners and staff with technical assistance and training needs on an ongoing basis;
  • Conduct quarterly (or as needed) MEL visits to all project sites to capture data;
  • Work with the finance staff to ensure that project funding is being optimally utilized to achieve project targets;
  • Liaise with partner site leads to aggregate site-level data;
  • Provide guidance and strategic direction in monitoring and evaluation, oversee monitoring and evaluation activities, and contribute to program performance improvement;
  • Support development and implementation of the program’s Monitoring, Evaluation, and Learning (MEL) Framework and Plan;
  • Manage monitoring, evaluation and learning throughout the activity, to include providing technical assistance and training to staff to develop appropriate indicators to measure activity results;
  • Contribute to the preparation of technical reports and communications products to reflect results;
  • Assist in the development of indicators to measure results and outcomes in aggregate for similar interventions or approaches, and develop indicators and evaluation methods to assess performance across the activity portfolio;
  • Ensure systems and processes for continuous learning and adaptation within the activity are in place, and provide recommendations to changes in approaches, interventions, performance monitoring and/or work plans as necessary;
  • Coordinate knowledge management and learning activities to support reporting of results and lessons learned and dissemination of programmatic impacts; and
  • Other duties as assigned.

Qualifications:
REQUIRED MINIMUM EDUCATION: BSc./BA (or equivalent) in relevant social science, MSc./MA preferred;
REQUIRED MINIMUM EXPERIENCE: 5 years of experience in providing MEL support services to a program office or similar environment.

  • Attention to detail in areas of data collection and management;
  • Commitment to principles of gender equality, capacity development and anti-corruption;
  • Ability to be flexible to changes in working hours where required;
  • Ability to work well as part of a multi-disciplinary team in an office environment;
  • Proven ability to work under pressure and to meet management deadlines;
  • Good communication skills, both written and oral English language skills required; and
  • Proficiency with MS Word, Excel, PowerPoint and Outlook required.
