Program Overview

The Governments of Papua New Guinea (PNG) and Australia are implementing the Papua New Guinea Partnership Fund (PPF) – a large scale, competitive grant mechanism – delivered under the PNG–Australia Governance Partnership.

The PPF is one of a portfolio of partnerships delivered by the two governments under the umbrella PNG – Australia Governance Partnership, and is implemented by Abt Associates via Abt PNG Management Services.

The PPF was established in 2017 to improve the coverage of quality basic services across PNG and achieve critical and sustainable outcomes at scale. The PPF has now reached the end of its third year of operation and is a robust and effective mechanism working to improve health and education outcomes for women, men, and children in PNG. While the PPF Health program has recently transitioned into a broader health initiative, the PPF education program continues to work with the PNG Government, implementing partners and local stakeholders to sustain student improvements beyond the life of the program – improving teacher performance, creating more inclusive learning environments, strengthening the capacity of parents to support their children’s learning, and working with different levels of government to embed good practices in policy and teacher training institutions.

The PPF Secretariat supports both the PPF Education program and the PNG Education Support Services program under the direction of an enhanced education unit to implement an extensive reform agenda for both basic and tertiary education. This approach consolidates support for Education in PNG, to better align with sector goals and to reduce duplication and promote sustainability. Both programs will contribute to PNG’s resilience and recovery post-COVID-19.

PNG Education Support Services: The ESS initiative is focused on improving the foundations of literacy and numeracy in the early years, through to skills and productivity in the tertiary sector.

The objective of the ESS is to provide quality Technical Assistance to the PNG Education Sector as prioritised by the Government of PNG (GoPNG) at national and, potentially, provincial levels. It will provide support in key areas to the national government, to help implement its extensive reform agenda for both basic and tertiary education.

Role Summary – Monitoring, Evaluation, Reporting and Learning (MEL) Coordinator - Enhanced Education Unit.

The post-holder will report to the EEU Director to support the implementation of MEL plans, systems and processes, to support the workstream to achieve its objectives. The post-holder will also work in and with the IT information management system to input and extrapolate data to support the delivery of evidence-based reporting. Duties include, but are not limited to:

· Support implementing partners to strengthen their MEL systems, tools and M&E processes;

· Provide guidance to implementing partners on data analysis, indicator definitions and other processes that ensure accuracy and consistency of data across the PPF and ESS program.

· Provide and/or facilitate training for implementing partners in effective MEL methods, processes and reporting;

· Provide quality assurance over MEL for PPF and ESS

· Promote the implementation of MEL systems and processes in PPF and ESS;

· Draft evidence based 6-month reports for donor accountability and reporting to NDOE and DHERST, where applicable;

· Support workstream program assurance processes, including QTAG; and

· Input and extrapolate accurate data from the management information system
