About the Program
The Institutional Partnerships Program (IPP) commenced in 2017 and continues Australia’s long history in providing government-to-government assistance and institutional strengthening in PNG.
From April 2022 PIPP began its second phase designed as a standalone investment implemented by Abt Global (Abt) working closely with DFAT, Whole of Government (WoG) partners and Government of PNG counterpart agencies.
The program is focussed on ensuring the safety and wellbeing of Australian Government Entity (AGE) officials in PNG and supporting DFAT and AGEs to maximise the benefits from government-to-government relationships in line with the principles of Comprehensive Strategic and Economic Partnership (CSEP) and Partnerships for Recovery, while also assisting AHC to leverage AGE experience into other DFAT investments.
Abt provides program management and logistics support to WoG agencies participating in the PIPP. There are a small number of other Australian agencies working on sectoral programs who access logistics services provided under the agreement between DFAT and the Abt Associates.

Position Overview:
The Adviser will deliver MERLA and Communications advice and support that is fit-for-purpose, meets the practical needs of all high priority information users, focus on measuring outcomes, and promote learning and adaptation. MERLA data collected benefits both PNG partner agencies with GoPNG as well as DFAT and AGEs with GoA.
The Adviser will lead and support the communications needs of the program providing fit-for-purpose support to promote PIPP progress and achievements
About You
For applications to be considered, a response to the key selection criteria below must be provided;
· Demonstrated experience (minimum of 5-years’) preferably with minimum of 2-years international experience, in similar role
· Demonstrated experience in the application of performance assessment or monitoring and evaluation frameworks and review/evaluation design.
· Experience in identifying and delivering innovative approaches to MERL for flexible and adaptive aid programs.
· Demonstrated ability to operate with innovation, adaptability, flexibility, and resilience to accommodate change in a complex, uncertain, high-energy environment – such as PNG or a comparable experience.
