Job Description
The Monitoring, Learning & Evaluation (MLE) Manager will drive Splash’s efforts to gather, analyze, and learn from data across all program areas. The MLE Manager will provide technical and implementation leadership to ensure that we are asking ourselves the right questions, gathering the right data to answer those questions, and using it in a way that reflects our commitment to quality, transparency, and continuous learning. Primary tasks will include designing and refining MLE frameworks, providing oversight for comprehensive baseline surveys and needs assessments, overseeing the collection of both primary and secondary data from various sources, building the monitoring and evaluation capacity of in-country M&E staff, and analyzing, interpreting, and sharing data with Splash decision makers at HQ and overseas.
The MLE Manager is a hands-on project manager with a passion for collecting, analyzing and synthesizing data that are useful for guiding decisions and actions – even in tough, resource-limited environments. S/he is excited by the connections between global health, water, and environment and is energized through building the capacity of others.
Roles and Responsibilities
- Conduct thorough needs assessments at global and local levels to identify priority data needs
- Design the framework for and manage the execution of an organization-wide system for systematic monitoring of Splash’s impact across six countries.
- Formulate and manage the implementation of Splash’s MLE strategy, including identifying key performance indicators and guiding staff on methods and frequency of data collection, management and analysis of data.
- Support the recruitment and onboarding of field-based M&E staff as needed.
- Provide training and technical assistance to field-based staff for developing work plans, designing MLE plans, and implementing those plans including project reporting requirements and ongoing project management.
- Support Programs team to develop, use, and maintain appropriate data collection, storage, transmission, and visualization tools, staying on the frontline of emerging technologies for WASH data collection
- Provide and implement recommendations and support for analysis, interpretation, data presentation, and results reporting, and in sharing MLE tools and methodologies internally and externally
- Promote regularized dissemination and use of performance monitoring data among project technical team members to encourage evidence-based decision making, providing technical guidance for evaluation of programmatic improvements.
- Support compliance needs related to grant deliverables and external reporting.
- Identify and understand gaps in data, work with Programs team to address missing information.
- Contribute to fundraising and new business efforts – working closely across Splash departments in project design and proposal development.
- Build relationships with relevant local government offices, research institutions, and organizations to obtain and share statistical data.

Qualifications
- Masters degree or higher in Public Health, Social Science, Public Policy, Evaluation, or related discipline
- At least 3-5 years of work experience, two of which must be in the design and implementation of monitoring and evaluation systems – preferably in global health and/or the WASH sector.
- Fundamental understanding of types of data, data collection mechanisms, and uses of data
- Demonstrated experience with program implementation and management in international settings;
- Knowledge of the principles and current approaches to monitoring and evaluating health and/or development programs;
- Willingness and capacity to mentor M&E colleagues working overseas and from diverse cultures;
- Ability to prioritize, work independently and to manage various projects in a fast paced environment with minimal supervision;
- International experience and cultural sensitivity. Experience managing initiatives in resource-limited international contexts is a must.
- Ability and willingness to travel internationally to developing countries (20-30% travel)
- Background in or demonstrable knowledge of and interest in current trends in the WASH sector
- Strong quantitative aptitude and strong desire to learn new skills
- Experience facilitating discussions that draw out the strategic implications of data
- Experience in developing log frames and/or theory of change models a plus
- Knowledge of and ability to synthesize data through mapping software a plus
- Knowledge of computer programming, AKVO Flow, and/or Salesforce a plus
