About FoodTrade East and Southern Africa (FoodTrade ESA)
FoodTrade ESA is designed to systematically improve the functioning of national and regional staple food market systems across 9 countries in East and Southern Africa (namely Burundi, Kenya, Rwanda, Tanzania, Uganda, Malawi, Mozambique, Zambia and Zimbabwe). The programme will look to address systematic market failures that should lead to the deepening and improved functioning of food markets and therefore increase trade. Food Trade ESA is designed to be opportunistic and flexible with a specific focus on targeting:
• Food storage and collateral management systems
• Supply chain coordination and information systems
• Markets for inputs, including seeds and fertiliser
• Markets for services, including advice, transport, finance, insurance and market intelligence
• The regulatory environment affecting the success of these interventions
The project is entering its third year and building on a foundation of programme activities with regional partners, companies and organizations engaged in improving market performance.


Position Purpose:
The MRM Officer provides assistance to the Senior MRM Expert, the Team Leader and general team on management of ongoing grantee portfolios. She/he will work closely with the Senior MRM Expert to provide direct support to all grantees existing and new ones, during project start-up (during selection stage), quality assessment and improvement of on-going monitoring and all results measurement activities. More specifically the MRM Officer will develop and maintain the database of all grantees in the manner that is appropriate for storage of information using software such as MS Access.


Key responsibilities:
• Develop and maintain an up to date grantee database which keeps all relevant information for each grantee.
• Working closely with Senior MRM Expert, she/he will develop a results based monitoring plan for all development and challenge fund applicants. This will entail working with the grants management team to develop a results based measurement plan that is directly linked to the payments they will receive.
• Under strategic leadership of the Team Leader and supervision of Senior MRM Expert, the MRM Officer is responsible for ensuring that primary stakeholders are involved to the fullest extent possible in undertaking M&E activities. To this extent s/he will be required to organise and train staff in MRM during FoodTrade ESA grant development process.
• She/he will work alongside Senior MRM Expert, Grants and Technical Teams to carry out survey assignments, in accordance with agreed-on procedures and standards.
• She/he is responsible for initial baseline surveys, data gathering and facilitation, scheduling and timely submission of all forms and reports relevant to MRM.
• Under supervision of Senior MRM Expert, she/he will undertake the routine field checking of the work of enumerators during surveys ensure quality of field data, accuracy and completeness.


Preferred qualifications:
• A minimum of university degree in the relevant field/subject
• A candidate with vision to help steer a team to transformative impact measurements, a problem solving approach, an interest in rigorous measurement who can think programmatically and develop solutions to complex issues and linking individual MRM frameworks with FoodTrade ESA theory of change.
• 5+ years of experience managing data intensive programs and designing MRM systems
• At least 4 years of experience in development programmes particularly in agriculture in ESA countries
• Good command of MS Office especially MS Excel, MS Access and other database software. Also good understanding of other statistical packages for analysis such as SPSS and Stata
• Experience with evaluation using quasi experimental design, strong methods experience including sampling design, research methods design and quantitative data analysis and GIS
• Experience in beneficiary feedback, participatory M&E, social return on investment analysis, and value for money, etc.
• Strong writing skills in English
• Fluency in English language, Kiswahili knowledge and advantage
• Good communication skills
