International Relief & Development (IRD) is a charitable, non-profit, non-governmental organization which focuses its operations in regions of the world that present social, political and technical challenges. Program / Department Description:
IRD Mozambique has a number of USG and other government-funded projects in several provinces of the country. Activities include capacity building, HIV/AIDS education and care, water and sanitation, construction, income generation activities, gender empowerment, disaster risk reduction and food security. The Maputo office provides oversight to all of IRD’s Mozambique-based activities. The Mozambique Program Officer works closely with Mozambique country program managers to support overall program operations in Mozambique, including liaison with IRD headquarters (HQ) office in Arlington, Virginia. The Program Officer also supports the effective implementation of established systems and protocols for country program offices. As appropriate, the Program Officer also provides support for program development activities.
- Provide support to program managers to ensure regular and timely program financial reporting, programmatic monitoring and evaluation, and effective communications for all country programs based on the establish Program Reporting System.
- Work with staff to anticipate and solve problems, share experiences, and facilitate coordination between the projects.
- Meet regularly with the Country Director to review program implementation status and address issues, including those to be addressed with HQ based program officers.
- Coordinate with HQ Operations and the local logistics officer to support Program Managers for any material and equipment acquisition, disposition, and management in compliance with internal and donor requirements.
- Conduct periodic program implementation status assessments.
- Identify new funding opportunities in Mozambique.
- As appropriate, participate in new business intelligence gathering, contribute to proposal writing, and foster field-originated proposals for new work in Mozambique.
The Program Manager will also be responsible for other duties as assigned.
Required Skills & Experience:
- College degree.
- Knowledge of international development programming, project development and grant administration
- Minimum two (2) years experience working on a USG (USAID, DOS, DOD and/or USDA) funded program and acquaintance of program planning cycles and various contracting mechanisms used by donor partners preferred.
- Excellent English and Portuguese oral and written communications skills
Preferred Skills & Experience:
- Willingness to work on development and maintenance of relationships with donors and the NGO community.
- Willingness and ability to travel within the country.
