Position Summary:
The Multi-Purpose Cash Assistance Project Manager will manage a humanitarian project focused on Cash Assistance to highly vulnerable households to support them in meeting their basic needs. The Manager will be responsible for overall project management and for ensuring that project objectives are on track, which will require him/her to work constructively with colleagues across his/her country team, within the Middle East Region. The Manager will provide technical direction to project staff and partners in the areas of Cash Assistance, according to the projects’ activities, and provide recommendation for improvements. The capacity building and monitoring of local partners will be an integrated component of the Manager’s work. In addition, the Manager will, on an on-going basis, assess current Cash Assistance needs and assist in program development to secure funding for new projects from a range of donors. This position requires an individual who is accustomed to the pace of emergency response programming, does not require close supervision or direction, and is flexible and highly responsive.
ESSENTIAL RESPONSIBILITIES AND DELIVERABLES:
Project Management
- Strategic direction and overall management of the project in consultation with the Cash & Livelihood Technical Adviser in Erbil;
- Development of an up to date work plan according to project outputs and outcomes s and to donor agreement;
- Ensure budget forecast and follow up in collaboration with the finance department;
- Prepare and update the cash transfer lists as per agreed work plan and bank’s template in liaison with RI finance department;
- Lead the identification effort of highly vulnerable families in the targeted areas and ensure the high quality of the data collected during the assessment;
- Liaise with local authorities and NGOs in the field to avoid duplication and exclusion/inclusion errors and guarantee the continuous cross check of beneficiary list;
- Lead the design and implementation of the Rapid Market Assessment in collaboration with the M&E department;
- Enhance referrals pathways and ensure communities knowledge about the project purpose;
- Prepare and organize the cash distributions in liaison with the relevant RI staff (logistic and finance department) and with the Money Transfer Service Provider including the preparation of the beneficiary list, relevant supporting documents, etc.;
- In close collaboration with the M&E Manager and the Cash & Livelihood Adviser, ensure that the project has a clear Post Distribution Monitoring framework and indicators and data are properly collected and processes;
- Provide program reports that are timely and meet institutional and donor requirements;
- Represent in Baghdad RI at the Cash Working Groups and other stakeholder or coordination meetings, as needed, and maintain a positive, continuous and visible presence for RI;
- Develop and maintain strategic relationships with local partners, local authorities, and communities;
- Facilitate donor visits to project sites as appropriate;
- Work constructively with support teams to ensure sound administrative practices with regards to record keeping, compliance with donor regulations, communications, etc.;
- When necessary and safe travel to other cities to attend project sites and provide support to team as needed;
- Ensure that gender, environment, and other important cross-cutting concerns are taken into account; ensure that assistance is delivered to highly vulnerable families with specific needs e.g. elderly, pregnant women, children, and people with disabilities;
- Provide technical input, writing and budgetary input for new project design;
- Stay up to date with all regional and country-specific response plans by donors active in the Cash Based Assistance sector, and other key actors.
QUALIFICATIONS &REQUIREMENTS:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
- Education to Bachelor or Master degree level in Economics, Business Administration or equivalent field experience in Cash Assistance and Livelihood;
- Experience in developing and management of Cash Based Assistance;
- Experience with team management;
- Experience in leading large scale household visits (leading needs assessment, beneficiary identification or household monitoring etc.);
- Good understanding of the project cycle - previous experience with beneficiary targeting, Monitoring & Evaluation;
- Good understanding of the humanitarian principles and RI mandate
- Familiarity with the Iraqi humanitarian context and the Syrian crisis;
- Knowledge and facility with standard office computer systems and software;
- Excellent interpersonal, communication, public speaking, and strategic planning skills required;
- English required. Arabic is an asset;
- Demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently;
- Excellent time management skills and resourcefulness with strong attention to detail.
