Job Description

Save the Children International is looking for EDUCATION ADVISOR under the Myanmar Education Consortium to join our team. Myanmar Education Consortium (MEC) is an AUD 29m multi-stakeholder program managed by Save the Children. This is a 20-month assignment based in Yangon, Myanmar. Please note that due to the urgent nature of the recruitment, selection process will be carried out while the vacancy announcement is ongoing. ROLE PURPOSE

The Education Advisor will be responsible for providing education technical oversight and direction for the MEC education strategy. The position is responsible for strengthening the technical expertise and capacity of partners to better support education delivery in the community. Apart from strong education program experience, the role required the ability to work collaboratively and supportively with national organisations and strong communication and people skills are key criteria for the role.

KEY AREAS OF ACCOUNTABILITY

Strategy and Management

  • Support MEC Director in overall strategy development.
  • Lead on education sector strategies – complementary education systems, Early Childhood Care and Development, Non-Formal Education, disability inclusive education and Education in Emergencies.
  • Chair the MEC Technical Advisory Group (TAG) to ensure quality provision of TA across the broad range of advocacy and program technical areas and coordinate with all stakeholders for technical advisory inputs. Represent the TAG on the Steering Committee as required.
  • Advise on required education expertise for the team. Lead on the recruitment of staff or consultants to meet education technical advisory needs.
  • Lead proposal development for new funding opportunities.

Program Quality

  • Lead, with support from the Partnerships Programs team, on the development of Education Quality Standards for MEC programs.
  • Support the Partnerships Program team to engage and improve the capacity of partner organisations to deliver effective education programs.
  • Support the Partnerships Program team in developing a cohesive and complementary strategy for systems strengthening within the complementary education sector.
  • Support the Partnerships Program team in monitoring the implementation of projects against agreed Program Quality Standards.
  • Continue to develop understanding and experience of children’s meaningful participation throughout the programme, and work with programme staff and partners on strategies to enable children to identify and address the issues of concern to them.

Research and Policy Engagement

  • Support the Advocacy & Learning team in developing the Advocacy Strategy.
  • Represent MEC on technical working groups.
  • Collaborate with the Advocacy and Learning and Program Partnerships team on developing and managing a research agenda, drawing on the experiences of partner programs to establish an evidence base in support of the program strategy.

General

  • Promote a strong team culture in all aspects of work.
  • Provide mentoring to all members of the MEC team as required.
  • Team management responsibilities may be required as the program develops.
  • Additional responsibilities as agreed with MEC Director.

QUALIFICATIONS AND EXPERIENCE

Essential

  • Substantial experience working on education programs in developing countries.
  • Post graduate qualifications in Education with a preferred MA of Education or equivalent
  • Strong technical knowledge in key areas of education including: education systems strengthening (curriculum, teaching practice and management), mother-tongue based multilingual education, non-formal education and early childhood care and development.
  • Ability to analyse information, evaluate options and to think and plan strategically.
  • Experience in all aspects of program development, and proposal writing.
  • Experience in working in partnership programs
  • Demonstrated ability to work effectively in politicised and cross-cultural settings with a wide variety of stakeholders.
  • Ability to take the lead in policy and advocacy initiatives and support programme teams to feed evidenced based data and information.
  • Capacity building staff through training, mentoring and coaching methodologies.
  • Excellent interpersonal, communication and presentation skills with experience of senior level negotiation and representation.
  • Commitment to and understanding of Save the Children’s aims, values and principles.

Desirable

  • Experience working in Myanmar or regionally
