Background: The Islamic Republic of Afghanistan has been committed to provision of rural accessibility as priority investment area since the inception of the NDF (National Development Framework) in 1381. The Interim Afghanistan National Development Strategy (I-ANDS) also emphasizes the need for continued investment in rural access as a priority for public investment.

The National Rural Access Program is a joint national program between the two key line ministries each Ministry of Public Works (MoPW) and Ministry of Rural Rehabilitation and Development (MRRD) that was launched in 2002.

The institutional framework proposed for the NRAP spans across three layers of responsibility 1, Steering Committee with oversight and strategic direction role; 2, National Coordination Unit (NCU) with coordination and monitoring responsibilities and 3, MoPW and MRRD PIUs with project implementation responsibility. It is proposed that the NCU will provide secretariat support to the steering committee and will be led by a National Coordinator with support from a Program Manager and a small support structure. The following four positions are envisioned under the NCU structure:

General functions: Under the direct supervision and guidance of the Steering Committee the National Coordinator will provide coordination in the functioning of the Programme Coordination Unit (NCU). The major duties will involve the effective operation of the programme to ensure efficient management and control of various elements involved in the development and operations of the NRAP, and to support MRRD, MoPW and MoF to achieve program’s strategic objectives.

Specific Duties: The National Coordinator’s (NC) general functions will consist of: • The National Coordinator (NC) would work in coordination with the PIUs, relevant ministries and agencies involved or affected by rural access. • The National Coordinator (NC) in close work with the PIUs will in particular ensure donor coordination which will be a key element of a sustainable and smooth multi year programmatic approach. • In coordination with the PIUs, the NC will liaise with MPs, providing them information on the planning and progress of the programme. • The National Coordinator (NC) in close coordination with the PIUs will monitor and analyze overall program progress and execution and propose corrective measures to the SC, donors and the PIUs. • The National Coordinator (NC) be responsible for (a) assuring steady progress of execution in accordance with an implementation schedule the respective donor(s), (b) regular reporting to the SC, (c) monitoring of contract obligations of the Government and the consultants through relevant PIUs • The National Coordinator (NC) will insure that a high ethical standard and transparency is maintained throughout the programme. • The National Coordinator (NC) will manage all the relevant strategic issues regarding SC decision. • Provide guidance and support to PIUs in analyzing overall program progress and execution and propose corrective measures to the SC, donors and PIUs. • The NC performs the role of secretary of the SC. • In coordination with the PIUs, the National Coordinator (NC) will develop training program for both MPW and MRRD staff.

Qualification and Experience: - A Master Degree in rural development/Bachelor degree in civil engineering with significant experience in rural access, Public Administration, Public Relation or relevant fields. - More than 10-years of professional experience in rural access program/project management, monitoring and evaluation. - Substantial Knowledge and working experiences in the field of rural access program budgeting tracking system, financial management and aid management. - Strong analytical, conceptual and information management skills and strategic thinking. - Knowledge of International systems. Project management experience with the UN, World Bank or other aid agencies’ system is a strong asset. - Excellent written and oral communication skills in English. Fluency in local languages is a must - Demonstrated skills in motivating and managing teams, managing conflict, stress, and working as a mediator to resolve problems. - Sound judgment, flexibility and cultural sensitivity.
