Overview

Devtech is implementing USAID funded Economic Growth Support Activity (EGSA) in Indonesia. EGSA enables i) evidence-based decision making through ongoing analysis linking the Indo-Pacific Strategy (IPS), Journey to Self-Reliance (J2SR), and Government of Indonesia (GOI) priorities and potential USAID/Indonesia assistance under USAID/Indonesia’s next Country Development Cooperation Strategy (CDCS); (ii) increases and improves GOI technical capacity in tax collection, public expenditure, and financial accountability; and (iii) improves business enabling environment for foreign and domestic business entities.

The purpose of this consultancy service is to strengthen the capacity of Revenue Agency of South Sulawesi Province (Badan Pendapatan Daerah – Bapenda) to increase local tax revenue mobilization, support business environment in the region and improve the delivery of sub-national government public services through a series of capacity building activities, regulatory review, and policy analysis.

COVID-19 pandemic adversely impacted local revenue collection in all subnational governments in Indonesia. The Central Government issued new policies related to local taxes and levies to adapt to the changing fiscal environment. More specifically, the Government Regulation (GR) no. 10, 2021 concerning Regional Taxes and Regional Levies in the Framework of Supporting Ease of Doing Business and Regional Services required subnational governments to develop Own Source Revenue (OSR) Management Strategy to address the growing challenges of COVID-19 and to accelerate economic recovery. Domestic resource mobilization (DRM) policy will become an important part of the strategy for a sustainable public financial recovery after the crisis.

Responsibilities

The DRM Consultants will:

  • Participate in planning meetings with EGSA, Bapenda South Sulawesi team, and other stakeholders.
  • Conduct a regulatory review of the GR no. 10, 2021 in comparison to the previous regulations and identify policy actions required by the new regulation.
  • Develop customized training modules on relevant OSR topics which will include, among others, the development of comprehensive excel spreadsheets, case studies in word/pdf, and PowerPoint presentations.
  • Deliver training on Local Taxes and Regional Levies to support the Ease of Doing Business and Regional Services using innovative approaches to optimize learning comprehension.
  • Develop pre- and post-training tests and participants’ feedback loops/surveys.
  • Prepare a training completion report in Bahasa Indonesia and English.
  • Provide professional advice and recommend strategies to Bapenda team on strengthening OSR in South Sulawesi.
  • Develop policy recommendation paper on South Sulawesi OSR management strategy in collaboration with Bapenda and EGSA PFM team.
  • Prepare a monthly progress report outlining activities conducted, meetings, output produced, and follow up plan for internal reporting purpose.

Qualifications

Minimum Qualifications:

  • A minimum of master’s degree from nationally/internationally recognized university in Economics, Public Policy, or related subjects.
  • At least 10 years of experience in public finance, domestic resources mobilization and local government finances in development context.

Requirements:

  • Sound knowledge of Indonesia’s local government tax laws, fiscal framework, DRM including sources of local revenues and local tax administration, and Public Financial Management (PFM) systems.
  • Extensive experience in local revenue policy analysis and OSR projections.
  • Fluency in English and Bahasa Indonesia, both written and oral.
  • Experience in designing and delivering adult professionals learning programs.
  • Prior work on DRM with Local Government Agency and knowledge about South Sulawesi PFM and DRM structure are preferred.

Deliverables

  • 3 Days
    • Regulatory review of GR 10/2021, comparison with previous regulations pertaining DRM (including the regional regulations) and policy implications of the GR 10/2021.
  • 10 Days
    • Development of training module on DRM.
  • 3 Days
    • Deliver a training on Local Tax and Regional Levies to support the Ease of Doing Business and Regional Services.
  • 3 Days
    • A comprehensive training completion report and a pre/post test results in English and Bahasa Indonesia.
  • 5 Days
    • Policy recommendations on strategy to optimize OSR to support the economic recovery.
  • 1 Day
    • Monthly progress report (in English).

All deliverables must be prepared in USAID reporting format and must be acceptable by EGSA and USAID.

The Consultants will submit their invoice monthly along with the monthly progress report as attachments to the invoice. The invoice, output and progress report will be reviewed and accepted by EGSA PFM Expert.

The expert is expected to commence services initially for 25 days of work from April – July 2021.
