Program Background

The Pacific Horticultural and Agricultural Market Access (PHAMA) Plus Program commenced in late 2018. Its precursor program PHAMA commenced in 2011 and this phase of evolving support will result with the program spanning over 15 years.

The overall purpose of PHAMA Plus is to contribute to improved economic growth and rural livelihoods for Pacific peoples, with an emphasis on gender equity and inclusion and climate sustainability. PHAMA Plus continues to resonate strongly with the economic development, economic integration and regional strategic intentions underpinning the foreign policies of both Australia and New Zealand.

PHAMA Plus aims to improve economic growth and rural livelihoods in smallholder households across 10 Pacific countries (Cook Islands, Fiji, Kiribati, Papua New Guinea, Niue, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu), while also developing and growing export opportunities for Pacific primary exports to Australia, New Zealand and other countries. PHAMA Plus is commercially focused, export oriented and inclusive. It has three end-of-program outcomes:

  • Producers and exporters use maintained and new export market access for Pacific export products.
  • Women and men exporters, processors and producers adopt quality and productivity enhancing innovations for their export products.
  • Women and men staff of Pacific biosecurity authorities perform their market access facilitation functions better.

The Role

The National Facilitator - Small Island States is responsible for building and managing a portfolio of investments in prioritised export-oriented sectors across agriculture, horticulture, and food. Working to an agreed set of PHAMA Plus investment criteria, the National Facilitator will proactively engage with potential public, private and community partners to build/expand networks, communicate PHAMA Plus objectives and generate a pipeline of innovative, time-bound, and feasible co-investment opportunities for consideration by the PHAMA Plus Program Manager and leadership team.

About You

The successful candidate will have qualifications in trade, business, economics, or similar discipline with proven experience in identifying business opportunities and developing successful and inclusive market development strategies in the rural/agricultural sector. They will have experience implementing or managing export market systems development programs and/or complex donor programs. They will have a good understanding of private and public sector stakeholders in Small Island States, including an awareness of basic motivations, incentives, and barriers to change. The ideal candidate will have demonstrated commitment to investment effectiveness, gender equality, disability awareness and social inclusion.
