Responsibilities

The Finance Officer will work closely with the iMMAP Inc. Ukraine team to manage the receipt and disbursement of funds and maintain accurate financial records.

GENERAL

Finance management

  • Review grant budgets and financial reports against approved budgets and provide critical feedback.
  • Monitor budgets in grant proposals and verify consistency with the prevailing market rate.
  • Regularly update budget projections to ensure budget compliance and fund availability.
  • Verify reporting requirements are adhered to and ensure close liaison with key stakeholders.
  • Review payment requests and ensure payments are processed based on grant agreements, payment schedules, and fund availability.
  • Support project managers and the Country Representative of portfolios assigned in budgeting and forecasting of grant-related expenditures.
  • Coordinate the process for the financial closure of projects.
  • Contribute to the coordination and follow-up on audits of implementing partners.
  • Support the project team to ensure timely review and deadlines for report submissions.


Ukraine office finance

  • Maintain transactions in the finance system.
  • Prepare payments for approved expenses.
  • Ensure compliance of financial administration with local laws and regulations, including taxation.
  • Cash management, including disbursements and reconciliations.
  • Banking management including account maintenance, signatories, and reconciliations.
  • A focal point for the outsourced accounting company in terms of local accounting paper flow and information exchange.


Budgeting, accounting, financial reporting, and monitoring and control

  • Support project teams to ensure budgets are prepared in accordance with established procedures and donor budgetary guidelines.
  • Support project teams monitoring expenditures against budgets, commitments, delivery, and funding.
  • Undertake routine monitoring of financial exception reports for unusual activities, and transactions, and investigate anomalies or unusual transactions.
  • Support in the monitoring of Accounts Receivables and follow-up with donor contributions.
  • Reconcile portfolio expenditures and prepare various financial reports.
  • Carry out timely corrective actions on unsubmitted expense requests and reports, including budget check errors, match exceptions, and unapproved requests, and reports.
  • Support in the planning of financial resources, continuous analysis, and monitoring of financial progress.

REPRESENTATION

Maintain effective and positive internal communication with iMMAP Inc. Ukraine office team members to be in line with the policies and procedures and exchange knowledge.

SECURITY

Follow security protocols, as laid down by the iMMAP Inc. Global Security Advisor.

Reporting line

The Finance Officer works under the direct supervision of the Country Representative.

Requirements

Please note that this is a national position in Ukraine. Only citizens of Ukraine are allowed.

  • University degree in Finance, Economics, Business Administration, or any other relevant field.
  • A minimum of 3 years of relevant experience at the national or international level with responsibility for project accounting, budgeting, and financial reporting or related fields.
  • Practical experience with international NGOs, or UN agencies’ financial procedures in the areas of accounting, budgeting, reporting, and other financial controls.
  • Hands-on experience in local accounting.
  • Ability to interact effectively with international and national personnel.
  • Good oral and written English skills. Ukrainian and Russian language skills are necessary.
  • Strong analytical skills and ability to interpret and analyze data and translate it into effective information.
  • Excellent command of Office 365 applications, advanced Excel skills.
  • Ability to work well in a small team, operate under pressure, prioritize, deliver high-quality work within deadlines, and meet team objectives.
