Overview

USAID EGSA facilities supports incorporation of gender considerations into national and local programming. EGSA pays special attention to ensure that the needs and priorities of women are mainstreamed into the national and local policy making and service delivery, that includes establishing results-based and gender responsive budgeting at the national and sub-national levels.

EGSA is hiring a National Gender Expert to support implementation of EGSA’s tasks to develop policy paper international best practices, and tools to improve planning and implementation of gender-informed budgeting in Indonesia. The policy paper and international best practices will serve as reference to the new Presidential Regulation on Gender Responsive Budgeting, particularly focusing on improvement in monitoring the impact of the budget to reduce gender gap in several sectors in Indonesia.

Responsibilities

  • Professional knowledge on gender mainstreaming in development sector in Indonesia and understanding of Gender Responsive Budgeting relation toward achievement of RPJMN target development.
  • Proven track record in research in the field of gender and economics.
  • Previous experience working with international organizations and dealing with gender issues.

SERVICES PROVIDED:

The National Gender Specialist shall carry out the following tasks:

  • Participate in planning meetings with EGSA team and related stakeholders.
  • Work closely with the International GIB Expert to conduct desk review of existing regulation, research, studies, and implementation of Indonesia Gender Responsive Budgeting (GRB) and identify areas for improvement for effective implementation of GRB and impact in reducing gender gap in development sectors.
  • Conduct focus group discussions (FGDs) to solicit input from relevant stakeholders.
  • Together with the International GIB Expert, develop policy recommendations guided by international best practices to improve GRB that will be regulated under Presidential Regulation.
  • Present analysis and recommendations to the government counterpart and produce the final report incorporating feedback from Bappenas and other relevant counterparts.
  • Prepare a monthly progress report(s) outlining activities conducted during the period and link to deliverables in the contract, meetings, output produced, and follow up plan for internal reporting purpose.
  • Draft Final Report on Gender Informed Budgeting in Indonesia.

Qualifications

The National Gender Expert must meet the following:

  • Master’s degree from national/international recognized university in social sciences, economics, international relations, gender studies or a relevant social science related area is required.
  • Minimum 10 years of relevant experience in the area of gender equality, gender mainstreaming and preferably in financing development to reduce gender gap.
  • Prior work experiences with the GOI agencies related to gender mainstreaming or gender budgeting are preferred.
  • Extensive experience in collecting and analyzing qualitative and quantitative data.
  • Excellent English writing and editing skills and communication/interview skills for the presentation and stakeholder discussions, as well as an ability to take information from a wide variety of sources and draft clear, succinct, high-level analysis and reports for general dissemination.

All reports will be in Bahasa Indonesia and English

The Consultants will submit their invoice monthly along with output produced and monthly progress report as attachments to the invoice. The invoice, output and progress report will be reviewed and accepted by EGSA PFM Expert.

All deliverables must be prepared in USAID reporting format and must be acceptable by EGSA and USAID.

The expert will provide services for up to 50 days of level of effort (LOE) from May – September 2021.
