Job Description
FCG Sweden has been shortlisted for a National Land Titling Programme in Zambia and we are now searching for a large amount of international and national experts with experience within Land Administration, Cadastral, ICT, Community Development, GIS, Data, Land Laws and Land Surveying. It is a four years programme planned to begin from July 2018.
Personnel Requirements:
1) Project Manager/ Land Administration Expert
- University degree (Master of Science or higher) in Land Surveying, GIS, Land Administration or related fields;
- Strong experience, 10 years or more, of managing the implementation of large and complex land tenure related (title registration and cadastral) projects;
- Diversified working experience in the field of land;
- Strong management skills and extensive experience in managing land administration and land information projects and proved good results of the project implementation;
- Ability to manage complex team of experts in diverse areas such as cadastral surveying, real property law, land adjudication, property registry, training, variety of skilled technical personnel.
2) Deputy Project Manager/ Cadastral Expert
- University degree (Master of Science or higher) in Land Surveying, GIS, or related fields;
- Minimum 10 years of practical experience in the fields of land surveying, large scale and cadastral mapping, GIS and information systems development;
- Ability to manage complex technical and production tasks and manage the personnel;
- Good reporting, writing and presentation skills.
3) ICT Manager
- University degree (Master of Science or higher) in GIS, Land Information Systems or related fields;
- Minimum of 10 years of experience from project implementation in the area of land administration, land registration or cadastre;
- Good knowledge and expertise in subject area, including the knowledge of land administration process, land registration and cadastral procedures, laws and regulations in the areas of land administration;
- Good knowledge of modern technologies application for land administration and land registration;
- Practical experience of management and organisation of production in the areas GIS development, cadastral and registration data management and maintenance data;
- Ability to manage complex technical and production tasks and manage the personnel;
- Good computer skills and knowledge of different software and systems for data base management, land registration and cadastre as well GIS software including Open Source Software.
4) Community Development Specialist
- University degree (Master of Science or higher) in community development or related fields;
- Practical experience in community outreach, preferably in African countries;
- Practical experience in community land related projects, preferably in African countries;
- Ability to develop methodologies and procedures, including its implementation, in the area of land related social issues.
5) GIS Specialist
- University degree (Master of Science or higher) in GIS or related fields;
- Education and/or experience in Remote sensing;
- Minimum of 10 years of experience in GIS and/or Land projects, Land Information Systems or related fields;
- Practical experience in developing and managing GIS projects at national scale.
6) Data Expert
- University degree in computer science or related fields as GIS;
- Practical experience of the development and establishment of database management systems – 10 years;
- Strong experience from the international land registration and cadastral GIS and LIS project implementation – 5 years;
- Good knowledge of different database management systems and software including Open Source DBMS, MS SQL, Oracle with Oracle Spatial or similar software;
- Good knowledge of open source applications and tools for spatial data management and processing, including data base management systems;
- Practical experience of spatial data modelling and spatial databases development and management from previous projects;
- Good reporting, communication and presentation skills.
7) Local Land Surveying Expert
- University degree (Master of Science or higher) in Land Surveying;
- More than 15 years of practical experience in field surveying in Zambia;
- Proven familiarisation with the Zambian cadastral and mapping regulations.
8) Local Legal Expert
- University degree in law;
- More than 15 years of experience in land laws in Zambia;
- Deep understanding of Zambian land laws;
- Practical experience in Zambia land law, preferably in both the private and public/governmental sectors.
9) Legal Consultant
- University degree (Master of Science or higher) in laws, preferably in Land laws;
- More than 10 years of experience in international practice of land laws;
- Practical experience in the study and development of land laws in various countries, including developing countries.
