Job Description

Role Title: National Peace Building & DRR Advisor – NV (National volunteer)

Country/Project: Kenya – IPDHE Project

Duration: 4 Months

Role purpose: The Peace Building & DRR Advisor, providestechnical expertise, capacity building and accompaniment on conflict sensitivity, peacebuilding, social cohesion, disaster risk management and inclusion in the IPDHE project (Integrating Peacebuilding, Development, and Humanitarian Efforts) in Moyale, Kenya.

Safeguarding level: Level 2: This post will have direct access or contact with children either or will have responsibility for the dayto-day management of those with direct access to children. A criminal background check (Enhance DBS check for UK or equivalent Police check) will be obtained for post holder at this level prior to their start date.

Project Background and contextual Information

Integrating Peace, Development, and Humanitarian Efforts (IPDHE) is a cross-border project that seeks to reduce conflicts by strengthening the capacity of local structures and government institutions to sustainably address conflicts along the Kenya-Ethiopia border. The IPDHE project is implemented by VSO in partnership with the Horn of Africa Development Initiative (HODI) in Kenya and the Centre for Development and Governance (CDG), formerly Centre for Development Capacity Building, in Ethiopia.

The project builds on VSO’s growing experience in integrated triple nexus programming in fragile and conflict-affected areas, leveraging local expertise. VSO and its partners employ four key approaches in project implementation:

  • Strengthening localisation and sustainability of actions through VSO’s blended volunteering model,
  • Engaging local and national governments,
  • Adaptive programming, and
  • Embedding crisis modification mechanisms

Role Outputs

  • Provide technical expertise, capacity building and accompaniment on conflict sensitivity, peacebuilding, social cohesion, disaster risk management and inclusion.
  • Co-create the plan and training materials to build capacity of community volunteers and youth volunteers on conflict sensitivity, peacebuilding, social cohesion resilience, and inclusion.
  • Develop and lead participatory workshops with community volunteers and partners. Support the implementing partner in project delivery and ensuring strong stakeholder accountability at all levels. Close collaboration and working relationship with local partner’ team (National and Community Volunteers), International Organizations, Peace and DRR committees, Peace and security offices.
  • Collaborate with the duty of care team on effective people incident, case management, safeguarding responses
  • Build capacity of primary actors and structures (community organizations, peace committees, local CSO’s, duty bearers) to identify root causes of conflict and priorities for action and develop action plans.
  • Accompany primary actorsto implementation plansto strengthen peace (peace, resilience, humanitarian). Support collection of monitoring and evaluation information.
  • Support project reporting including activity report and Represent VSO Kenya in Moyale and IPDHE project in different forums related to peacebuilding and disaster risk reduction (DRR) when and as applicable. Support opportunities for linkages, communication, collaboration, and joint action across local peace and humanitarian response systems enhanced.

Experience and skills required

  • Considerable experience of working in peacebuilding, disaster management and resilience community development projects in fragile or conflict affected contexts.
  • Experience of facilitating participatory, inclusive activities using a range of methodologies and techniques.
  • Experience of capacity building and enabling young people and primary actors to be active citizens.
  • Experience in collecting monitoring and evaluation data and narrative reporting.
  • Experience working in Moyale Kenya particularly along Ethiopia- Kenya border.
  • Experience in supporting implementation of humanitarian or development program activities and employ various techniques in facilitating training among youth from diverse backgrounds.
  • Proven experience of working with youth engagement and knowledge on volunteerism. Ability to work in ASAL counties to deliver project activities and work as part of a team in an organized and flexible approach.
  • Excellent communication skills with good command of spoken and written English, Kiswahili, Borana/Gabra, Burji, Garre and or any other local languages in Moyale.

All volunteers have an allowance paid in local currency. The allowance meets reasonable living expenses in country, but will not be enough to send money home.

VSO works with some of the poorest communities in the world which means accommodation varies and will be basic.
