SUMMARY OF THE PROJECT
The technical assistance (TA) delivered under this project will contribute to improving gender-based violence (GBV) response systems and mechanisms, increasing GBV survivors’ access to quality support services, and broadening economic options of GBV survivors. The TA will be implemented in nine developing member countries (DMCs) namely, Armenia, Azerbaijan, Georgia, Kazakhstan, the Kyrgyz Republic, Pakistan, Tajikistan, Turkmenistan, and Uzbekistan. The TA will assess the current GBV situation in the region and conduct a stocktaking of current policies, programs, and services. It will strengthen the capacities of service providers and protocols, anchored on survivor centered approach. It will also promote welfare and economic empowerment for GBV survivors through skills development and expansion of linkages to economic opportunities. 

Specifically, this project will involve research activities, development of guidelines, toolkits, roadmaps, mechanisms, and capacity development and networking for the nine target countries. 


SUMMARY OF THE POSITION
The consultant will  
Support the international GBV Research Specialist in conducting the national studies on the GBV situation; 

  • Support the international GBV Specialist/Team Leader in conducting national studies survivors’ satisfaction on services received from service providers.  
  • Provide technical support and inputs in data collection and analysis and in the preparation of the consolidated study results.  
  • Assess legislation in the context of GBV prevention and survivor-centered approach to service delivery.  
  • Provide inputs to toolkits and training modules.  

KEY RESPONSIBILITIES 

  • collect relevant data for all studies from secondary and primary sources, including conducting interviews and focus group discussions (FGD) with government agencies and other stakeholders at the national and local levels  
  • analyze legislations and implementing procedures of legislations and regulations related to GBV  
  • conduct interviews and consultations with relevant stakeholders to inform the assessment of legislation  
  • support the GBV Research Specialist and GBV Specialist/Team Leader in analyzing the data collected; 
  • coordinate the organization and conduct of in-country consultation meetings and validation activity with various stakeholders 
  • prepare documentation reports of consultations, validation activity, FGDs, and interviews  
  • prepare an assessment report with recommendations to strengthen GBV prevention and GBV survivor’s access to GBV services to inform the regional report  
  • provide technical inputs to roadmaps, toolkits, and training modules, as necessary; (ix) act as resource person in knowledge sharing events, as necessary  
  • provide technical inputs to the feasibility study on rehabilitation of perpetrators.   

JOB REQUIREMENTS
Education: 

  • At least master’s degree in gender and development, sociology, development studies, statistics, economics, law, and related fields  

Minimum Experience: 

  • At least 5 years’ experience in quantitative and qualitative social, gender, and GBV related research, including assessment of laws, policies, policy-making, policy reform related to GBV, in multilateral development organizations  
  • The ability to write succinct reports and facilitate meetings and consultations  

Language Proficiency: 

  • Excellent oral and written communications skills in English
