Project
The National University of Samoa (NUS) understands the importance of ICT towards supporting its core functions of Research, Teaching and Learning. It’s NUS Corporate Plan 2017-2018 highlight several areas of development that are predicated on ICT capabilities to deliver on digital libraries, e-learning and virtual classrooms to name a few.
The Samoa Strategy for the Development of Samoa highlights expectations for the NUS to deliver education and training responsive to national needs. With the development of internet connectivity through the Tui-Samoa Cable completion in 2017, a great demand for ICT professionals and training is anticipated.
Role
NUS wishes to ensure that its ICT Infrastructure and Human Capacity:
* Will take full advantage of the upcoming broadband connectivity by ensuring that all risks are mitigated and the ICT infrastructure is in a state which optimises this connection e.g. is internal infrastructure is setup effectively to channel internet connection throughout its campuses to the students?
* Will support the developments in technology enabled learning / Online Distant Learning / Flexible Distance Learning
* Will support effective information management and reporting practices to support internal and external information requirements; that information management systems can also support monitoring and evaluation
* Has the sufficient expertise to effectively manage and develop the ICT infrastructure
For Phase 1, the adviser will:
* Develop and refine a framework for reviewing NUS’ operational effectiveness of NUS’ ICT Infrastructure to support its strategic goals according to a framework modelled on international best practices and standard
* Define target skills necessary to meet the strategic targets detailed in the NUS Corporate Plan, Education Sector Research Strategy, Samoa Development Strategy for ICT, internal reviews, and other targets as identified during stakeholder consultation and literature review(s).
* The infrastructure assessment is undertaken separately in Phase II and is likely to identify missing technical skills needed to manage an evolving infrastructure. As part of incorporating Phase II infrastructure requirements into the overall plan, also incorporate any missing skills needed to support proposed infrastructure.
* Provide a realistic roadmap that addresses the skills gaps between baseline and target. Include areas of priority, estimated costs, risks and risk mitigation measures.
* Infrastructure gaps are identified separately in Phase II but Phase I bears the responsibility of integrating the findings of Phase II into a single coherent plan that articulates both skills and infrastructure requirements.
Deliverables:
* A workplan for required inputs, as agreed with the National University of Samoa focal pointICT Review Framework and Methodology Plan, including proposed schedule for site visits and consultation
* An Assessment and Recommendation Report for each area of the Review Framework related to infrastructure requirements including a realistic roadmap
* Presentation of overall findings to NUS Senior Management
* Regular progress reports based on the workplan, to be tabled at the Education Sector Working Group

* Extensive relevant experience, including in organisational planning and management strategy development, preferably in the information communication technology industry;
* Demonstrated experience providing informed technical advice and developing strategic roadmaps, preferably in the Higher Education sector;
* Ability to engage with counterparts at strategic/management level
* Demonstrated experience in reviewing and providing recommendations for key information systems, data management and storage;
* Strong communication, facilitation, negotiation and writing abilities;
* Ability to work in a flexible and responsive manner including through engagement with counterparts and with a second consultant to achieve final report.
* Experience working in small island developing states, preferably in the Pacific.
