Background
In Sudan, UNDP provides programme and operational services to the United Nations, civil society organizations, governments, and donors. Through its fund management service, UNDP is the lead agency in administering pooled funding from various donors, providing operational support for programme resource management, and providing finance, accounting, and legal services across the country.
The fund management services respond to country-level demands and adhere to the Secretary General’s UN reform plan, which places UNDP in a central position to coordinate and provide coherence to all United Nations activities in the country.
UNDP’s fund management services are also in line with the strategic goals of the Multi-Year Funding Framework 2004-2007, specifically the fourth core goal regarding the support of crisis prevention and recovery. This particular goal stresses the importance of “special initiatives for countries in transition” that are designed to help countries such as Sudan recover from violent political experiences of past generations and avoid relapsing into crisis. The fund management services delivered by UNDP under this goal help mitigate the risks and effects of crisis situations, enabling the country to advance toward the achievement of the Millennium Development Goals (MDGs).
Duties and Responsibilities
Under the direct supervision of the Head of Fund Management Unit and overall guidance of the Deputy Country Director for Operations and Programme in absence of the clerk, and in close cooperation with the several Technical Secretariats of pool funds mechanisms the NGO coordinator & Deputy Fund Manager is responsible for the overall management of resources allocated through the CHF, CERF, ERF and DCPSF to Civil Society Organizations.
Summary of Key Functions:
- Coordinate with the Head of Unit in the planning and management of the overall work of the unit in its various functional areas of Programme Resource Management and Analysis, Finance and Accounting, Human Resources, Procurement, Contracting, Donor & Client Relations.
- Be the primary focal point for NGO related matters with UN internal and external counterparts & work closely with sub-grant partners to ensure compliance to UNDP regulations and correction of any deficiency.
- Ensure that pre-awarded on-site financial reviews are completed for each proposed sub-grant, paying particular attention to: record keeping and documentation; procurement policies and procedures; inventory management (if applicable); capacity assessment of organizations.
- Provide organized training including ad-hoc workshop and refresher course to partners on compliance of UNDP, administrative and financial and programmatic regulations. Production of guidelines and any other tutorials. Responsible for the establishment and updating of web-site information.
- Assist the Head of Unit in the implementation of financial and contractual mechanisms designed for the Country Office according to UNDP best practices related to Special and Trust Funds Management.
- Supervise and assess performance of staff under his/her direct responsibility, provides necessary coaching and leadership to ensure quality and efficient client –focused services are delivered.
- Promote a results-client-oriented business culture within the unit and the CO.
- Propose an annual strategic training plan for the enhancement of UNDP capacity building of national and international partners.
- Prepare financial transactions, and contractual documents to be submitted for the approval of the Head of Unit while ensuring timely monitoring and evaluation reviews as well as internal and external auditing including reporting to donors and Government counterparts.
- Supervise and coordinate with the Head of Unit the preparation of key substantive reports and analyses required for the planning, management, monitoring and evaluation of resources utilized under the funds managed.
- Provide periodic presentations and information to key stakeholders on programme implementation, results achieved, lessons-learned and other relevant information required.
- Assist the country office in developing a resource mobilization strategy with particular emphasis on implementing fast, cost effective and attractive services for UNDP supported large-scale fund operations
- Monitor and take proactive measures to systematically ensure the FMU compliance with corporate policies and guidelines as well as the provisions of frameworks regulating the management of entrusted funds, cost sharing agreements, joint programming and or basket funding.
- To ensure that adequate and timely support is provided to the implementing partners (UN Agencies, PA bodies and NGOs) in the elaboration of progress reports, financial planning, annual work plans and activities.

- Strategic business plan for NGOs within the Fund Management unit prepared and cleared by Fund Manager.
- Various reports and analyses prepared by Fund Management Unit personnel in accordance with requirements and on schedule.

Required Skills and Experience
- Masters degree in Social Science, Business Administration, Public Administration or relevant development discipline within International Organizations, Non Governmental Organizations, Donors, Specific asset if worked in humanitarian context in post-conflict areas.
- Minimum 5 years of relevant work experience, within a governmental, multilateral, civil society organization or donor in a multi-cultural setting. The incumbent must have 3 or more years of progressive responsibilities in fund management or programme/project management.
- Fluency in English. Knowledge of Arabic language is a desirable asset.
