What You’ll Be Doing
Cadmus is seeking a qualified development professional to serve as Program Officer/Objective 2 Lead for a USAID-funded role in South-East Asia. The purpose of the activity is to support cohesion, strategic collective action and resilience in the program area of operations. Efforts to support women engaged in Peace and Security are critical to the activity.
The activity has three objectives:
· Objective 1: Improve reconciliation, cohesion and inclusion within the diverse stakeholders in the program area of operations.
· Objective 2. Support strategic and collective action and sustained public engagement in the program area of operations, including support for alternative governance institutions.
· Objective 3. Provide community and emergency services in support of resilience and strong local communities.
This position will work primarily under Objective 1 of the activity. The role is a technical and management role, supporting the design and implementation of activities that support this objective. The role will require management of several Program Officers working under the same objective. The position reports to the Deputy Chief of Party (Technical).
Responsibilities:
· Support the design, development and management of activities to support strategic, collective action in the program area of operations, e.g. by
o Supporting direct action by stakeholders
o Transfer needed skills to the stakeholders in the area of operations including through technical assistance, training, peer-to-peer learning, etc.
· Support the design, development and management of activities to support governance institutions, e.g. by
o Supporting diverse stakeholders to participate in governance institutions, new political spaces and decision-making processes around peace and security
o Supporting consultative bodies and assisting them to engage in activities that strengthen political legitimacy such as meetings, conferences etc.
o Assisting development of policies, procedures and governance arrangements, promoting good governance in their operations, promoting gender equality and social inclusion, and building feedback loops with constituents
o Assisting in development of vision of future governance arrangements, including funding models
· Act as the technical manager of grants and subcontracts developed to implement activities related to Objective 2, by providing day-to-day management of consultants and technical oversight of training providers.
· Support the monitoring of activities by collecting beneficiary feedback and using a network of contacts to generate a clear understanding of the progress of implementation.
· Identify challenges to any aspect of the implementation cycle, report them to management and propose solutions.
· Build and maintain a network amongst key stakeholders relevant to the Objective and to the activities being managed to facilitate information-gathering, design of activities, implementation of activities and resolution of issues.
· Support annual work planning with respect to Objective 2.
· Ensure that all Objective 2 activities address Gender Equality, Youth and Social Inclusion objectives, and/or Women, Peace and Security Objectives, through a combination of mainstreaming gender and inclusion into activities, and developing specific and tailored activities addressing gender and inclusion.
· Manage the Objective 2 team, under the oversight of the DCOP (Technical).
· Carry out routine reporting and feed into Monitoring, Evaluation and Learning (MEL) with respect to activities being managed by the Officer.
· Support organizational collaboration and learning with respect to the objective and specific activities being managed by the Officer.
· Support other components of IFDA, as required.
Qualifications:
Professional & Educational Experience
Required
· 8 years of overall professional experience in donor-funded programming in Southeast Asia
· Bachelors Degree in any subject
· Fluency in English and Burmese
· Strong written and verbal communications skills.
Preferred
· Masters’ degree in relevant subject, e.g., Peace/Conflict Studies, Public Administration, Public Policy.
· Previous experience of one or more of: Democracy, Human Rights and Governance programming; political institutions and political processes; civil society programming; gender and social inclusion programming.
· Proficiency in other ethnic language(s) of Burma
· Previous experience of Women, Peace and Security programming.
· Demonstrated ability in remote management of activities in complex, volatile settings.
· Experience in design and technical management of grants and contracts.
· Knowledge of “do no harm,” women’s empowerment, WPS, youth development frameworks and approaches.
