Deloitte is currently recruiting for an upcoming multi-year United States Agency for International Development (USAID) program in Kosovo. Deloitte is seeking well-qualified candidates to serve as an Objective Lead, to develop and implement the Kosovo Critical Infrastructure Resilience activity and help build capacity in responsible institutions to become more resilient against cyberattacks and mitigate the effects of climate change on the country’s infrastructure to extreme weather seasonality and unpredictability. This initiative’s implementing team will partner with national government, local government, the private sector, NGOs and local community organizations, and USG stakeholders to work towards USAID’s goals.
Each Objective Lead, based in Pristina, Kosovo, will lead part of the team by providing activity management and strategic direction over one of three objectives—Governance, Capacity Building, or Technology and Procurement—which will ultimately align with program goals.
While each Objective Lead will provide subject matter expertise for one of the three project objectives, all Objectives Leads should be knowledgeable in all three of the objectives. An Objective Lead will coordinate closely with the other two Objective Leads and report to the Chief of Party (COP) to ensure that the program operations are integrated effectively between the field (Kosovo) and home-based offices (US).
Governance: The Governance Objective Lead should be familiar with critical infrastructure operators and oversight bodies within Kosovo. The Governance Objective Lead should also be equipped to strengthen cybersecurity governance and oversee institutional coordination with these operators and oversight bodies.
· Capacity Building: The Capacity Building Objectives Lead should understand the principles and best practices for building capacity around critical infrastructure and the fundamental protocols for recovery from cyber incidents and environmental hazards. The Capacity Building Object Lead should be able to provide organizations with the capability to analyze, plan for, respond to, and recover from such cyber incidents in order to strategize how to build capacity.
· Technology and Procurement: The Technology and Procurement Objective Lead should be well versed in industry-leading cybersecurity technology solutions. The Technology and Procurement Objective Lead should also be able to lead the identification, prioritization, and procurement in appropriate cybersecurity technology solutions.
There will be additional positions for specialists to be deployed on the program in both short-term and long-term and long-term capacities. It is expected some of these specialists will be based in Pristina, while others may travel for short assignments in-country.
