Job Description

Project title: Support to Kosovo Institutions in the Field of Protection of Personal Data

Brief description: The overall objective of the project is to support Kosovo authorities to strengthen the rule of law sector in Kosovo.

The purpose of this project is to support the National Agency for Protection of Personal Data (NAPPD) in becoming fully functional and in effectively implementing the legislation on the protection of personal data in cooperation with other relevant institutions. Results to be achieved are the following:

Result 1: Legal and regulative framework for the Protection of Personal Data (PPD) is completed

  • Completion of the legal and regulative framework to enable full implementation of the Law on Protection of Personal Data;
  • Harmonization of legal and regulative framework with the Law on PPD according to the EU best practices;
  • Advise NAPPD on the eventual amending of the existing legislation and other regulatory framework in the sector of justice, freedom and security and other relevant sectors.

Result 2: NAPPD is fully functional and its organizational structure is strengthened;

  • Develop a strategic development plan for NAPPD and other relevant institutions for implementation of the legislative and policy framework for protection of personal data and defining the Agency’s role vis-a-vis other actors;
  • Further develop the organizational structure to strengthen institutional, managerial and administrative capacities;
  • Develop the human resources strategy, including the review of the job descriptions for the staff;
  • Develop relevant operational rules for coordination and cooperation with the line ministries and other institutions;
  • Develop an overall set of guidelines on responsibilities and functioning of NAPPD;
  • Develop procedural rules and guidelines for relevant entities on implementation of legislation for PPD;
  • Draft the Technical Specification and the corresponding tender dossier ready for launching a related supply contract. Assist during tendering, contracting and implementation of the corresponding supply contract.

Result 3: NAPPD capacities are further strengthened including the data protection officers of other institutions

  • Develop an overall set of guidelines on responsibilities and functioning of NAPPD (its coordination and cooperation with agencies for implementation of the law, judiciary and other relevant institutions etc.);
  • Conduct Training Needs Assessment for NAPPD and other relevant institutions;
  • Provide specialized training for NAPPD and other relevant institutions, focusing on giving advice to public and private subjects on issues related to protection of personal data;
  • Develop the guidelines to conduct inspection and control and proceedings of the citizen’s complaints in courts according to the ED best practices.

Result 4: General public aware and informed about the legal and policy framework on protection of personal data

  • Develop a plan for public awareness on the legislative and policy framework for protection of personal data and their implementation;
  • Carry out a public awareness campaign on the legislative and policy framework for protection of personal data and its implementation.

Commencement date of the project: January 2014

Duration of the assignment: full-time, 24 months

Key duties and responsibilities:

- Establish and maintain an efficient project office

- Manage the financial and administrative elements of the project implementation

- Carry out organisational and administrative tasks for the daily office work as well as for the organisation of project seminars, conferences, meetings and other events

- Provide support and assistance to international and local experts

- Perform other administrative and secretarial duties as required (minute taking, travel arrangements, liaising with local suppliers etc.)

Required qualifications:

- University degree

- At least 5 years of experience in similar positions, preferably with international organisations, public - institutions or internationally working companies

- Excellent English skills – any other language is advantageous

- Knowledge of bookkeeping and accounting

- Excellent computer skills, particularly in Microsoft Word, Excel and Power Point

- Excellent inter-personal skills

- Ability to work under pressure and maintain deadlines
