Position: One Health Training & Capacity Building Consultant

Location: Bangladesh or Nepal (work remotely for other locations)

Background:

RI, in partnership with local organizations, has been implementing One Health Asia Program (OHAP) funded by European Union (EU) in Afghanistan, Bangladesh and Nepal. OHAP aims to contribute effectively to the reduction of Zoonoses & alleviate their impact on fragile population by promoting awareness, behaviour change & coordination between individuals, local & national authorities. The specific objectives of the program are:

1. Create Awareness & Behaviour Change.

2. Develop Prevention & Response Capacity of communities, government departments & academia.

3. Integrate Zoonoses Surveillance within Existing Government Regulations

Capacity building of grass root level animal and human health workers under the single umbrella of “Community Health Workers (CHWs)” as per One Health Approach is one of the major activity of the project in the targeted countries. About 270 CHWs will be trained during the entire life cycle of the project in 3 countries. The CHWs will be trained to ensure the provision of animal and public healthcare access to a vast number of beneficiaries at the grassroots level and to provide professionals on the ground that can assist in reporting disease outbreaks at the district level and above. These CHWs will be trained on zoonotic disease identification, prevention, diagnosis, surveillance, and reporting. To perform a contextual detail Training Need Assessment (TNA) of CHWs and to develop CHW training curriculum and manual as per one health approach, RI would like to hire a consultant.

Essential Duties and Responsibilities:

  • In coordination with the RI OHAP/country teams, the consultant will finalize the detail work plan and working modality for the assignment
  • Prepare detail questionnaires and guidelines for TNA and orient the country team/curriculum development team for performing it.
  • In coordination with country team, perform the training need assessment of the CHWs and identify the topics to be incorporated in the curriculum of “Community Health Workers” under one health approach.
  • Review the similar curricula of the CHWs in other countries under the same approach and incorporate in housed experience of RI during TNA.
  • In coordination with country team, consult with relevant staff, representatives of stakeholders & communities to finalize the training need of the CHWs.
  • Prepare a brief training need assessment report
  • Develop a detail CHW training curriculum based on the findings of the training need assessment to be applicable in developing country contexts (esp. South Asian Countries)
  • Prepare a detail guidelines about the training delivery modality and materials to be used for country team (training manual in English) to be adaptable as per local context and language.
  • Share the draft CHW curriculum and manual for feedback and inputs to RI
  • Finalize the CHW curriculum and manual incorporating feedback and inputs from RI and related OHAP country team members.
  • Orient the country teams to pre-test the training (pilot training) and incorporate the feedback received from the teams to finalize the training packages.

Deliverables:

The consultant will deliver the followings key deliverables to RI:

  1. A CHW training need assessment report
  2. A CHW training curriculum
  3. A CHW training manual developed based on the training curriculum including session guidelines

Review the comments from each county teams after the first training in the field and make any amendments to the training package as required by RI

Supervision and Timing:

The consultant will be supervised by Team Leader of One Health Asia Program under the overall guidance of OHAP Management and RI Technical Director. The consultant will liaise with respective OHAP country team through Team Leader to ensure the efficient execution of the assignment. The expected duration of the consultancy is 30 days and the major part of the assignment will be carried out from mid of August to end of September 2014.

Qualifications and Requirements:

This position demand a seasoned professional in training & capacity building of both the public and animal health programs. The incumbent should have:

  • Ph. D or Post Graduate degree in Veterinary Science or Public Health or One Health with proven experience in training and capacity building.
  • At least 5 years of experience in TNA and curricula/manuals development with an experience of working in a capacity building component of animal/human health.
  • Demonstrated ability to work effectively both as part of a team and independently.
  • Proven experience of working throughout the steps of training cycle.
  • Knowledge and experience in prevention and control of prevalent zoonotic diseases in Asian countries.
  • South Asian experience (Afghanistan or Bangladesh or Nepal) is must and preference will be given to the suitable consultant from these countries.
  • Excellent writing and communication skills.
  • Fluency in English is must, knowledge of local languages will be an asset.
