Position Summary & Job Purpose:
Sustainable Energy for Indonesia’s Advancing Resilience (SINAR) is recruiting for an experienced operational director to be responsible for all operations and administrative functions in the field office, coordinate preparation, approval, and reporting with key persons in the home office, and serve as a point of contact for technical program managers and the Chief of Party. This position will lead the SINAR operation team (Finance, Human Resources, Administration, IT, Contracts & Grants, and Procurements), forging strong relationships with senior management, the home office team of project operations, contracts, finance, and HR, and monitoring to ensure compliance with SINAR and Tetra Tech standards and requirements.
Tetra Tech was awarded the USAID SINAR project from January 2021 to January 2026. SINAR seeks to advance Indonesia’s development goals in expanding reliable and equitable energy services necessary for sustainable development and inclusive economic growth. To achieve this goal, SINAR will focus on the following areas: 1) Accelerating deployment of advanced energy technologies, 2) Improving performance of energy utilities, 3) Applying procurement best practices, and 4) Establishing an institutional framework and capacity for energy sector transformation. Tetra Tech has established a project office in Jakarta. The Operation Director will oversee all operations related activities within the project office. All full-time staff, including the Operation Director, are based in the Jakarta field office. Operations functions are shared between the field office and Tetra Tech’s home office in Arlington, Virginia USA. The Operation Director reports to the Chief of Party.
Position responsibilities:
- Manage all operational aspects of the project and supervise the heads of all operations functions in the field office, ensuring coordination, efficiency and high-quality services to internal clients (field and home office management).
- Oversee all local recruitment, hiring, onboarding, and remuneration in coordination with the home office human resources team.
- Develop and enforce project specific guidance based on corporate policies and USAID regulations on office operations, procurement, finance, travel, health safety and security among others.
- Lead all procurement of goods and services including drafting solicitation documents, conducting market research and competitor analysis, preparing evaluation memos, preparing contract requisition forms, negotiating budgets with subcontractors and other actions required, working with the home office to obtain USAID approval as needed.
- Liaise with USAID, subcontractors, and vendors on all operational and logistical matters, ensuring compliance with USAID and Tetra Tech requirements.
- Oversee all project financial matters including develop, maintain, monitor, or review project budgets, budget forecasts, financial trackers, financial reports, accounts payable vouchers, subcontractor, consultant and client invoices for accuracy, compliance with home office finance guidelines and US Government financial management regulation and to identify risks and mitigate cost overruns.
- Participate in and respond to the US government during audits and financial reviews, lead the implementation of changes as identified.
- Manage corporate registration and ensure tax filings to remain in compliance with Indonesian laws.
- Ensure detailed inventories of the project funded assets are maintained and prepare regular reports for USAID in accordance with US Government and home office guidelines.
- Lead the training of field office staff, consultants and subcontractors on required home office and US Government regulations, policies, and procedures.
- Support the senior management in the design, development and implementation of the Work Plan, terms of reference with Government of Indonesia counterparts, and preparation of annual “hand over” of technical assistance outputs.
- Work with the home office to ensure that all contractual deliverables are submitted according to specified schedule, following up with USAID until acceptance.
- Monitor the progress of technical reports, presentations, and other project deliverables from preparation to acceptance, including those prepared by SINAR project staff, independent consultants and subcontractors. Make sure the deliverables developed meet SINAR Performance Standards and Quality Assurance Surveillance Plan.
Essential KSAs required (experience, skills, education, certification, etc.):
- Bachelor’s degree in a relevant field such business administration, finance, or international development
- Minimum of 15 years managing operations on a USAID funded project.
- Knowledge of USAID rules and regulations
- Demonstrated knowledge, skills, and/or experiences in finance, budgeting, human resources, and procurement.
- Supervisory experience on USAID projects specifically managing project operations and supervising senior finance, contracts and procurement, HR and administration staff.
- Prior experience working as a director of operations on a USAID project.
- A proven record of strong administrative and organizational skills, building consensus, personnel management, interpersonal skills.
- Proven ability to handle multiple complex tasks in a fast-paced, deadline-oriented environment, identifying and implementing improvements in coordination, efficiency and effectiveness.
- Excellent leadership skills including strategic thinking, problem solving, decision-making, oral and written communications, ability to motivate and collaborate with others to achieve team goals.
- Fluency in English (reading, writing and presentation skills)
- Proven communication and presentation skills, proven ability to communicate complex processes and deliver verbal and written messages, development of guidance documents, process flow diagrams, and other tools to ensure consistency.
- Experience developing /refining guidance documents, process flow diagrams, and other tools to ensure consistency.
Valued but not required KSAs:
- Master’s degree in relevant discipline
- Indonesian national
- Completed relevant training from USAID, Tetra Tech, or other established USAID contractors.
- Grants-Under-Contract management experience

Physical demands & work environment:
- Office setting limited domestic travel to project sites, occasional international travel to US for training.
