The Kiribati Education Improvement Program (KEIP) is the vehicle through which Australia support the Government of Kiribati Ministry of Education (MoE) to implement its Education Sector Strategic Plan (ESSP, the current version runs from 2020 to 2023). The program is implemented under the Kiribati Education Facility (KEF) based in the MoE.
KEIP has two end of program outcomes. These includes
The Operations and Finance Specialist is a member of the KEIP senior management team and is responsible for implementation of the strategic direction set by the Team Leader and DFAT, mainly through oversight of the Operations and Finance functions of KEF. An important aspect of this role will be building the skills of local KEIP staff, particularly the Operations Manager, with the view to transitioning functions to local personnel, as and when appropriate. The Operations and Finance Specialist will provide surge support where needed for the adaptive management of systems and activities. The role works closely with a range of KEIP stakeholders, including DFAT’s program staff, KEIP in-country team, KEIP advisors, Cardno staff and KEIP subcontractors.
The position will be home-based until such time that advisers travel to Kiribati is possible (not earlier than July 2021). From that time, the position may continue to be home-based, with periodic travel to Kiribati. Or, the position may be changed to an in-country role, depending on the needs of the program and adviser availability
