Job Description

NFCC is seeking a high-performing Operations Manager to support the CEO in delivering the Nauru-specific components of the EMC project. The Operations Manager will embed robust operations management and business practices within NFCC and report to the CEO, with accountability to the Project Coordination Unit (PCU).

Key Duties:

  • Coordinate with Development Partners and relevant stakeholders on the implementation, operations, maintenance, and management of the EMC project from the Nauru perspective.
  • Represent NFCC in administrative and technical matters within the EMC consortium.
  • Provide technical and strategic advice on providing internet services via the optic fibre cable.
  • Collaborate with the PCU on project implementation, operations, and business plans;
    • Manage all NFCC contracts related to the EMC project, including technical oversight of terrestrial and marine works.
    • Ensure compliance with funding requirements, including monitoring, evaluation, reporting, and financial management.
    • Oversee regulatory matters, including licences and interconnection agreements.
    • Develop and implement a pricing model for selling international internet capacity.
    • Establish domestic backhaul arrangements to connect local operators to the EMC system.
  • Create and document policies and procedures for the efficient operation of the EMC system and NFCC.
  • Recruit and manage NFCC staff.
  • Coordinate maintenance and repair of infrastructure and equipment.
  • Engage with government and private sector stakeholders to promote digitisation and digital economy development.
  • Ensure compliance with relevant Nauruan laws and regulations.
  • Perform other tasks as required by the CEO.

Qualifications and Eligibility:

  • A tertiary degree in business, engineering, information technology, or a related discipline from an accredited institution.
  • Leadership experience in the telecommunications industry.
  • Project management experience, preferably with undersea fibre optic or terrestrial cabling systems.
  • Experience in remote or resource-constrained environments, preferably in Pacific Island contexts.
  • Experience with Development Partner infrastructure projects is preferred.
  • Excellent interpersonal, management, and cross-cultural skills.

Contract Duration and Arrangements:

  • The contract term is until 31 March 2026, with funding provided through the EMC project. Potential for extension based on performance and agreement will be subject to funding from the Government of Nauru.
  • The role is full-time and based in Nauru, with a minimum of 70% of the contract term spent in Nauru.
  • The successful candidate will report to the NFCC CEO and be accountable to AIFFP through the PCU.
  • Potential future opportunity for the CEO position, expected around December 2025 and subject to successful performance.

About the Organization

The Nauru Fibre Cable Corporation (NFCC) was established in 2017 to supply international internet services to the Republic of Nauru. NFCC operates as a wholesale-only entity, offering licensed telecommunications operators access to infrastructure and services. It plays a crucial role in the East Micronesia Cable (EMC) project, currently being implemented, which aims to connect Nauru, FSM and Kiribati through a 2250-kilometre-long submarine fibre optic cable. The project is a joint initiative funded by the Governments of Australia, Japan, and the United States.
