What will you do?
The Operations Manager will have the opportunity to lead and support project-level and organizational-wide operations. This role will oversee operations for one or two projects, working in tandem with the Bixal HQ Project Management Unit (PMU) and Prime Contractor’s Operations Manager to ensure the project has the resources required to succeed. You will provide leadership in developing systems and tools to track, monitor, and analyze project performance, financial performance, and adherence to USAID contract rules and regulations. You will also support operations and contribute to improved day-to-day management across the international programs team to streamline and standardize relevant systems and processes across a team of 30-plus. You may also be required to participate in business development efforts, providing costing support for proposals for USAID and other international donors. The Operations Manager reports to the Senior Director of Global Operations.
Location:
Bixal’s Headquarters in Fairfax, VA, and onsite with the client with a partially remote option.
Responsibilities:
- Oversee day-to-day project-level operations, including contract administration, logistics, procurements, budgeting, and accounting
- Facilitate regular review of project operations workflow; investigate, identify, propose, and implement new processes to improve project efficiency
- Support scoping and activity planning/tracking tools in coordination with Results Lead and Buy-in Leads
- Liaise with Bixal HQ on all Project staffing and recruiting needs
- Communicate with internal and external team members on progress, receive feedback, and address accordingly
- Support annual work planning as needed
- Ensure timesheets are submitted timely and accurately
- Communicate with clients, vendors, and stakeholders in an expedited fashion; particularly when inquiries are made
- Oversee contract operations to ensure the project is compliant with all USAID and federal regulations pertinent to the project contract, including those related to Federal Acquisition Regulation (FAR), IT security policies and regulations, and 508 Compliance
- Ensure needs are met for all subcontract administration, logistics, procurement processes, budgeting, accounting, and facility needs
- Develop project brief and other ad hoc reports for Bixal Project Management Office and Prime contractor
- Develop or review reports for USAID as needed
- Ensure timely project deliverables with the utmost quality
- Standardize and support LOE tracking across the portfolio to support international programs
- Monitor team-level budget and provide routine updates on current spending trends
- Develop systems and processes to improve use of internal HR, financial, contract and timesheet tools
- Provide guidance to the team on the latest organizational policies and how policies will impact projects and individuals
- Support operational compliance tasks (such as third party screenings), as appropriate
- Actively engage in problem-solving, risk identification, and risk mitigation during project implementation
- Support business development initiatives to enhance and grow Bixal’s business in international programs
- Provide strategic costing/pricing support on new business opportunities
- As appropriate, play an active role in new client acquisition and new business presentations
- Perform other duties as required
Qualifications:
- Bachelor’s degree in a related field; Master’s preferred
- Minimum of 3 years of experience in a comparable role
- Bixal will not provide visa sponsorship
- Experience with USAID operations, management, and compliance
- Experience with budget management
- Excellent written and verbal communication skills
- Organized, process-oriented, self-starter, action-oriented
- Experience managing people and teams
- Ability to undergo and pass a Public Trust security clearance
Nice to have:
- Experience with change management
- Experience with SharePoint and other similar platforms
- Ability to work in other languages such as Spanish, French, Portuguese
