Project Overview
Australia is supporting Pacific governments, businesses and communities to strengthen climate change and disaster resilience. At the 2019 Pacific Islands Forum, Australia pledged to spend $500 million over five years to strengthen resilience in the Pacific from 2020. This builds on the commitment to spend $300 million over four years from 2016. Our support includes dedicated aid investments aimed at strengthening resilience, as well as a comprehensive effort to integrate climate change and disaster resilience into all areas of the aid program in the Pacific.
The Australia Pacific Climate Partnership (the Climate Partnership) is a $75 million investment over four years (2018-2024), funded by the Department of Foreign Affairs and Trade (DFAT). It aims to increase the effectiveness of Australia’s support for climate change action and disaster resilience in the Pacific and has three key objectives:
The Climate Partnership Support Unit plays a key role in meeting the Program’s objectives. It has a staff of technical experts based in Canberra and the Pacific who work with DFAT aid investment program managers to integrate climate change and disaster risk reduction (DRR), broker knowledge between Climate Partnership components, Pacific partners and other actors, and undertake Program-wide monitoring, evaluation and learning. The Support Unit also manages an Expert Panel to provide specialist skills in priority sectors.
Purpose of the Position
Reporting to the Australia Pacific Climate Partnership Support Unit Team Leader, the Operations Manager is responsible for program administration and compliance and providing integration between Palladium’s corporate project management and the Support Unit. The focus of the role is ensuring that the day-to-day implementation of the APCP Support Unit is in accordance with Palladium’s contractual obligations, company policies and Standard Operating Procedures and the policies and regulations of the Department of Foreign Affairs and Trade (DFAT), which funds the program.
The Operations Manager will be responsible for project management and administrative functions of the Support Unit, including financial management, human resources, IT and logistical support and asset and record management, to support high-quality and timely program implementation. This will include procurement and recruitment of Support Unit advisers and expert panel members, managing contracting and tasking of the expert panel, overseeing expenditure on Support Unit-funded projects, and managing the logistics for Support Unit workshops and events.

The ideal candidate will have relevant tertiary qualifications or extensive experience in administration or business management, including in program and contract management. They will have excellent verbal and written communication skills, highly developed problem-solving abilities, and experience in client management, recruitment, and financial management.
Knowledge of DFAT policies and strategies is an advantage, as is experience working in international development.
