Project Background

The United Nations Mine Action Service (UNMAS) established a Mine Action Programme in Sudan in March 2002 and requested the United Nations Office for Project Services (UNOPS) to assist with its implementation. United Nations Mine Action Office (UNMAO) has been established in Khartoum along with regional mine action offices in Kadugli and Juba, and a number of sub offices to coordinate all the Mine Action activities in Sudan, including Quliaty Assurance (QA) in accordance with the International Mine Action Standards (IMAS).

Duties and Responsibilities

Under the direct supervision of the United Nations Mine Action Office (UNMAO) Senior Operations Officer (SOO)/Chief of Operations (COO), the Operations Officer will be responsible for the following duties:

? Act as the focal point for the UNMIS Military Demining Companies (MDC) provided by the Troop Contributing Countries (TCC). ? In collaboration with the SOO/COO and Plans Officer, oversee and co-ordinate the implementation, execution and completion of all TCC MDC related operations; mine clearance, EOD and survey operations. ? Provide technical and managerial support to the TCC MDC, and closely liaise with the UNMIS Force HQ. ? Provide training and other necessary support to TCC MDC, in close cooperation with the Quality Assurance Officer and Medical Coordinator. ? Monitor and analyse the level of existing TCC MDC mine action capacities, and making recommendations regarding possible changes in relation to future operations, the introduction of new capabilities and the reallocation of existing capabilities to support future operations. ? Assist in the defining the priority of tasks in conjunction with the Regional Mine Action Offices and UNMIS. ? Provide the UNMAO SOO/COO with continuous and accurate information on the military and security situation within Sudan. ? Provide a reliable information passage mechanism for ensuring that Mine/UXO related information gathered by the Regional Mine Action Offices are processed through the appropriate channels within UNMIS. ? Act as the focal point within UNMIS for issues associated with the implementation of the UNMAO Operational Mine/UXO Clearance Plan. In this capacity and in close co-operation with the UNMIS Engineer Branch, the Operations Officer will be responsible for matters pertaining to any support that may be required from UNMIS. ? Act as the UNMAO Operational liaison and coordinator for UNMIS related Mine action issues in order to facilitate the co-ordination of activities and exchange of information. ? Assist in the development, maintenance, revision and updating of Standard Working Procedures (SWP’s) for the Operations Department. ? Assist the UNMAO SOO/COO in the Operational supervision of contracts with commercial companies and NGO’s to ensure contractual conformancy. ? Assist the UNMAO SOO/COO in the drafting of plans, reports and related documents as required to support Operational activities. ? Assisting the Regional UNMAO Operations Officers in assigning priorities with respect to current operations, and recommending mine action priorities for future operations in conjunction with the National Strategic Framework. ? Analyse the Regional Mine Action Offices weekly reports to ensure that TCC MDC clearance statistics are in compliance with their plans and obligations. ? When dircted and instigated by the UNMAO Programme Manager or SOO/COO, act as the Chairperson in conducting BOI investigatations into serious Mine/UXO accidents and incidents. ? Assist the SOO/COO and Programme Section in the drafting of plans, reports and related documents as required. ? Ensure close and effective inter-action and co-ordination with the other integral parts for mine action, being Victim Assistance and Mine Risk education. ? Ensure promotion of gender mainstreaming in his/her area of responsibility ? Any other tasks as may be directed by the UNMAO SOO/COO or the Director.

Required Competencies & Knowledge

? Thorough knowledge of planning processes, especially joint planning and the use of decision-making tools and GIS, and of demining SOPs, technical and international humanitarian safety standards and procedures. ? A solid understanding of counter-mine measures/demining, or UXO clearance operations and related practices. ? Ability to issue task dossiers and implementation plan, and to record, follow up and present them with necessary software (MS Project, Excel, Access, PowerPoint). ? Ability to enter data into and interrogate data from IMSMA database. ? Knowledge of the International Mine Action Standards is essential. ? Proven ability to interact with Senior UN Agency and Government counterparts ? Understanding of the principle of national ownership and national responsibility in development cooperation and capacity building ? Strong analytical ability and planning skills. Proven team building and leadership skills. ? A proven record in direct management, leadership, administration, and oversight of complex multi-sectorial organisations and operations at a senior level ? Demonstrated team building and leadership skills. ? Strong communication skills, both written and oral. ? Exceptional interpersonal and communication skills. ? Proven experience and skills in operating in a multi-cultural environment. ? Self reliant and able to work independently. ? Physically fit and in good health.

Academic Qualifications/Experience/Language

? At least 7 years work experience in operations management (including planning and implementation), military and/or humanitarian mine action. ? University degree (Bachelors Degree or equivalent) in business administration, project management or related field or staff qualification; or military college or national vocational qualifications combined with relevant experience may be accepted in lieu of the university degree. ? Thorough knowledge of planning processes, especially joint planning and the use of decision-making tools and GIS, and of demining SOPs, technical and international humanitarian safety standards and procedures. ? Working experience in integrated UN missions is an advantage. ? Knowledge of the International Mine Action Standards is essential. ? Experience working in a multicultural environment is required. ? Fluency in spoken and written English, knowledge of Arabic an advantage. ? Full Driving Licence
