OPERATIONS OFFICERS (CIVIL ENGINEER) ECONOMIC INFRASTRUCTURE DIVISION PROJECTS DEPARTMENT

The Caribbean Development Bank (CDB/the Bank) is seeking to recruit dynamic professionals to assume the roles of Operations Officer (Civil Engineer) in the Economic Infrastructure and Social Sector Divisions of the Projects Department. The successful candidates will be based at CDB’s headquarters in St. Michael, Barbados.

CDB is a regional multilateral development bank which was established in October 1969 to contribute to the harmonious economic growth and development of the member countries in the Caribbean Region and to promote economic cooperation and integration among them, having special and urgent regard to the needs of the less-developed members of the Region. CDB began operations in January 1970 and has become a leading catalyst for providing development financing, technical assistance and policy advice to its Borrowing Member Countries (BMCs) for the reduction of poverty.

The Role

Operations Officers (OOs) are collectively responsible for the identification of potential projects and Technical Assistance (TA) interventions for inclusion in the Bank’s pipeline. The preparation, appraisal and implementation supervision and reporting activities account for a significant portion of the responsibilities of the position. The OO (Civil Engineer) is accountable for due diligence, probity and professional excellence in the discharge of the position’s specific responsibility for the civil engineering expertise in monitoring the implementation of the infrastructure and related institutional components of assigned projects. He/she is expected to stay abreast of advances in the civil engineering discipline, identify/recommend areas for improvement of operational policy, procedure and practice, “lessons learned” and best practices to support project development activities and project performance assessments.

The Candidate

Eligible candidates should have:

  • A Bachelor of Science degree in Civil Engineering and a post-graduate degree or equivalent qualifications in a related field.
  • At least eight (8) years’ relevant experience in engineering design, supervision of construction and/or project management. Experience leading multi-disciplinary teams would be an asset.
  • Knowledge of the concepts, principles, theories, standards and methods required to plan, design, construct, operate, and maintain facilities such as buildings, transportation systems, water and sewerage systems, and other public works systems.
  • Knowledge of development issues, policies and strategies gained from hands-on experience. The successful candidate must be willing to live and work in Barbados.
