Seeking: A Samoa-based ‘support’ consultant with knowledge and experience in survey work and data collection. The Samoa-based consultant should also possess knowledge, and experience of both quantitative and qualitative methods.
Aim of the Assignment is to help the Organisational Review Team of the Ministry of Customs and Revenue (MCR) to assess the work that has been done to date on the review of the organisational structure of the Ministry and to propose a ‘final’ structure for the MCR based on that assessment.
The principal objectives of the Project are to:
a. To assess the work that has been done to date on the review of the Ministry’s structure and to make recommendations for its improvement; and
b. Based on this assessment and recommendations, to produce a final report that proposes an organisational structure for the Ministry that will enable it to perform effectively and efficiently in its operating environment (as discussed in paragraphs 6-8 of the TOR).
Length of assignment and forms of support.
A team of two consultants (at least one will be Samoa-based) will be employed, the lead consultant for 20 days and the support consultant for 10 days.
