GIZ International Services is preparing to submit a bid for a tender launched by the Ministry of Urban Development, Housing and Construction (MUDHCo) of the Federal Democratic Republic of Ethiopia.

The general objective of the assignment is to:- establish a new model framework for the establishment and operations of urban local governments in Ethiopia that supports development and maintenance of the principles of good governance; strengthens and accelerates the decentralization (local empowerment) process in order to advance economic development in general and the policies, strategies, pillars and programs of the Ethiopian Cities Prosperity Initiative, including enhanced service delivery and public participation.

The specific objectives of the assignment are to:

(a) Develop a categorization system for urban centers in Ethiopia;

(b) Review the existing legal framework for urban local governments in Ethiopia and based on the urban center categorization system, prepare a prototype proclamation for establishment of urban local governments that could be adopted, adapted and implemented by regions;

(c) Develop a prototype institutional framework, organizational structures and human resource capacity plan that support the new legislative and policy framework, including specific ones for each category of urban center;

(d) Develop service standards for each category of urban center;

(e) Develop and implement improved revenue administration, own revenue enhancement and financial management system to suit each city category; and

(f) Support the federal government, regions and selected cities in implementing the designed urban local government framework.

Your tasks

The Organization and Management and HRD expert (m/f) will support the Team Leader (m/f) in the design and implementation of the project, with special responsibility for issues and activities related to institutional framework, organizational structures and human resource capacity.

Your profile

Qualifications and skills:

  • PhD, MSc, MBA or other relevant post graduate qualification in management, public administration or related qualification, with a track-record of intellectual and professional leadership in organization and management study, HRD and implementation;

A minimum of eight years of advisory, practical and/or managerial experience in the public sector government setting including significant experience in organization and management study, HRD, capacity Building and implementation, designing and implementing of training related course development and provision.; and

Strong negotiating and communication skills, and a high degree of credibility evidenced preferably by effective dealings at ministerial levels; excellent change management skills and a strong commitment to sharing expertise and experience in order to develop others; innovative and creative in problem solving; Strong knowledge and understanding on urban local governance.

Assignment period

The intended start date is June 1, 2015 and the period of implementation of the contract will be 43 months. The Organization and Management and HRD expert (m/f) will have an input of 33 months over the duration of the project.
