In support of the USAID/Kenya and East Africa (USAID/KEA) Mission, Dexis is implementing the Mission Organizational Development Support (MODS) project to provide organizational development and capacity building technical assistance to strengthen the role and capacity of Local Development Organizations (LDOs), existing local Kenyan entities, and local governments to foster ownership, locally-led development and implementation of sustainable development programs.
Dexis is seeking services from Kenya-based consultants to provide organizational development and capacity building technical assistance to Kenyan local development organizations (LDOs) to strengthen locally led sustainable development programs.
Dexis is seeking consultants that can deliver the services in a range of geographies within Kenya. Respondents are not required to demonstrate coverage across all geographies; rather, more localized consultants with specific geographic expertise and language skills are welcome to respond. All respondents should clearly state the specific geographies where they have demonstrated access and experience.
Dexis anticipates issuing consultant agreements to individuals. Dexis may issue multiple consultant agreements to ensure coverage across geographical and technical and functional service areas. The release of this SOW does not obligate Dexis to enter into a contract nor does it obligate Dexis to pay any costs incurred in the preparation of submission of any response. The not-to-exceed ceiling for each individual consulting agreement under this SOW is 5,000,000 Kenyan Shillings (KES).
On an as-needed basis, consultants that may be selected through this SOW process will be tasked to deliver targeted technical assistance to the LDOs and other organizations in accordance with the organization’s Technical Assistance Implementation Plans. The technical assistance will be tailor made to meet the needs of the LDOs currently at different stages of development and experience. Specific tasks, deliverables, and timelines will be defined when Dexis contacts the individuals to request technical services.
Technical assistance and capacity building activities may include delivering services in the following illustrative technical and functional areas:
Respondents do not need to demonstrate individual experience in all of these technical areas; rather, successful responses will clearly delineate their specific areas of expertise. Dexis may issue multiple consultant agreements to ensure coverage across geographical and technical and functional service areas.
Dexis may engage with and provide technical assistance to LDOs in all 47 counties in Kenya. Although technical assistance activities may be sequenced so that LDOs in different counties receive assistance on different timelines, the MODS program is anticipating the possibility of work across Kenya. Therefore, Dexis is seeking consultants that can deliver the services outlined in this SOW in a range of geographies.
Tasks & Responsibilities:

Specific tasks and responsibilities will be defined in specific statements of work that will be issued as Dexis receives work orders from USAID/KEA to deliver assistance to selected LDOs.

Reporting:
The selected consultants will report to Dexis’ MODS Chief of Party.
Individuals are invited to provide curricula vitae (CVs) and their proposed hourly rates in KES. Any consultants or staff who support the Kenya MODS programs will be placed in established labor categories. The established labor categories and minimum requirements are as follows:
