Organisational Context

Under the direct supervision of the Director of the Division of External Operations, the Public Information and Outreach Section (PIOS) ensures that the proceedings are accessible to the public, raises awareness and promotes an understanding about the Court’s mandate and activities with the ultimate goal of getting support. It does so in relation to a number of target audiences across the globe, mainly encompassing international press and media, victims and communities affected by crimes within the jurisdiction before the Court; and key stakeholders such as legal communities, academics and non- governmental organisations. PIOS achieves its objectives through the use of a variety of communication means including granting interviews to media, press releases and production of other publications and audio visual materials as well as through the website and new social media platforms. PIOS is also responsible for the organisation of campaigns, events, and visits ranging from general groups to high profile visitors. It consists of four units: Public Affairs Unit; Protocol, Events and Visits Unit; Outreach Unit and Audio-Visual Production Unit.

Outreach Unit:

Interaction with affected communities and victims of crimes before the Court is a critical function of the Registry field teams by way of which ICC justice can become meaningful to concerned populations. The Unit liaises with field officers on Public Information matters; advises on strategic planning; oversees good use of monitoring systems to assess performance and report on impact; keeps abreast offices at HQ, as appropriate, of feedback received from country teams and ensures responses to such feedback when necessary. It interacts with concerned populations of countries with situations and cases before the Court where there are no Registry field officers performing that function.

Duties and Responsibilities

Within this framework and under direct supervision of the Head of Outreach Unit, the incumbent will be responsible for the following tasks:

- Conceptualises, manages and coordinates the implementation of the International Criminal Court’s (ICC) outreach strategies and plans involving influential stakeholders in regions of interest to the Court, for example, where there are cases on-going. This entails initial mapping and analysis of regional actors, risk assessment and management.

- Researches and monitors developments in the information and policy of regional institutions identifying issues of concern linked to ICC activities.

- Liaises with the regional institutions and other policy-makers with the aim of influencing their agendas towards cooperation with the ICC. Based on knowledge of politics and key stakeholders in the region, the Outreach Policy Officer will propose the development of messages, information and/or outreach products, propose new public information campaigns and advise on adjustments to the content and the format of existing campaigns.

- Establishes networks among members of regional associations, including parliaments, civil society organisations, researchers, scholars, opinion leaders and other stakeholders, as appropriate.

- Seeks opportunities to promote the ICC, publicise its work and debate on relevant issues of concern to the region. This should be done by organising lectures, seminars, conferences and round table events for key stakeholders either through online platforms or face to face meetings.

- Monitors and evaluates the impact of the ICC Outreach Programme in the region and produce monthly and annual analysis and updates based on findings.

Essential Qualifications

Education:

Advanced university degree in political science, international relations, law, communications or related field. A first level university degree in combination with two additional years of relevant experience is accepted in lieu of the advanced degree.

Experience:

A minimum of five (5) years (seven (7) years with a first level university degree) of relevant progressively responsible professional experience in the areas of communication, political affairs, international relations or other related area is required. Experience in preparing analysis, providing advice and reporting is required.

Experience in programme/Project Management and in a variety of public administration structures would be desirable.

Experience in the following areas:

- Outreach, public affairs, international relations or related area is required; Working experience in field activities is considered an advantage;

- Experience at an international level is desirable;

- Experience in living and/or working in multi-cultural, multi-ethnic environments is considered an advantage.

Knowledge, Skills and Abilities:

- Excellent public speaking and overall communication and writing skills.

- Able to engage with State representatives, parliamentarians, lawyers, and other stakeholders and forge productive working relationships.

- Ability to tackle problems systematically, for the purpose of working towards their solution and learning from this process.

- Detect and prevent potential communication problems based on analysis to arrive at conclusions. Design responses to potential problems; and contingency problems that typically involve resource planning and gaining the cooperation of others, e.g. when organizing an event.

- Ability to share knowledge of lessons learned from professional practices, methodologies and techniques with team members and allies.

Knowledge of Languages:

Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is essential. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.

General Information

- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
