Government
AECOM’s Global Support Services (GSS) organization resides within AECOM’s Government business line and is comprised of three divisions - International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. GSS supports the U.S. Government, non-U.S. Governments and industry clients with worldwide program management, planning, design, operations and maintenance, logistics, aviation services, security, international development, environmental and civil engineering and mission and intelligence support.

The Pacific Cost-Benefit Analysis (P-CBA) Initiative is a collaborative initiative, jointly implemented by the Secretariat of the Pacific Community (SPC), the Secretariat of the Pacific Regional Environment Program (SPREP), United Nations Development Program (UNDP), the Deutsche Gesellshaft für Internationale Zusammenarbeit (GIZ), the Pacific Islands Forum Secretariat (PIFS), USAID Adapt Asia-Pacific and the University of the South Pacific (USP).

Objective
The objective of the P-CBA initiative is to support Pacific Island Countries (PIC) governments to develop and implement high quality policy and project interventions that meet their population’s development objectives taking climate and disaster risks into account. The Program Coordinator will be responsible for the overall oversight and steering of the program, including institutionalization within the University of the South Pacific course structure and the overall monitoring and evaluation of the program. They will be supported by the partners involved in the initiative (PIFS, SPREP, SPC, UNDP, GIZ, USAID Adapt Asia-Pacific and USP).

Tasks
The role would involve the following:

  • Oversight of the partnership (between PIFS, SPREP, SPC, UNDP, GIZ, USAID Adapt Asia-Pacific and USP) to:
  • Develop and manage overall workplan for the P-CBA Initiative ensuring that they align to key climate change project workplans where relevant. This is particularly relevant for emerging climate finance readiness projects
  • Broker partnerships with those involved in public financial management support to countries (ADB/PFTAC, etc.).
  • Drive the overall Monitoring and Evaluation (M&E), Knowledge Management (KM), and Communications of the program:
  • Ensure the timely collection and compilation of training reports, CBA case studies, and other materials gathered from National Focal Points and others involved in program implementation;
  • Regularly update the P-CBA website (on a quarterly basis) with documents produced by PICs and partner organizations to ensure linkages with other related climate change adaptation web-sites and platforms;
  • Produce educational and outreach materials to communicate the results of the P-CBA Initiative to policy-makers and the general public;
  • Develop and maintain a publicly accessible database that will house information and reference documents collected and generated during the program; and
  • Track progress and analyse the results of training courses, per the regional and national targets set in the M&E sections of the Project Design Document and country work plans.
  • Support USP to institutionalize the Cost-Benefit Analysis course within the Faculty of Business and Economics course structure; support P-CBA partners and two consultants to develop a 10-credit module based on existing materials at university standards ready for integration and delivery through USP’s Faculty of Business and Economics accreditation process with existing or new USP short courses and/or certificate programs.
  • Work with FBE to identify the most appropriate institution to be able to offer the short course in-country (e.g. the Center for Continuing Education) and support the development of their course structure.
  • Support national training institutions (e.g. Public Service Commissions) to institutionalize the short course within their programs and train national trainers to support its delivery through a training of trainers program .
  • Coordinate the provision of training as requested by countries liaising with all of the partner to (a) identify trainers able to support the training (b) project resources that could support training costs, (c) prepare CBA case studies, and (d) prepare periodic and summary evaluation reports of the trainings.
  • Secure partner or external support to mentor economic analysis as requested by national governments.
  • Explore the possibility and provide support to establish an economic analysis WG within the context of the CROP Sustainable Development WG.
  • Secure sustainable resourcing for the program to conduct regular training, mentoring of analysis and longer term resources to support ongoing program coordination.
  • Develop a short resource booklet providing career advice and potential further study opportunities for P-CBA trainees.
  • Provide support to USAID Adapt Asia-Pacific reporting, communications and knowledge management activities, including:
  • Draft updates related to the P-CBA activities for quarterly and annual reporting, when necessary.
  • Draft one-paragraph “Weekly Updates” regarding important project activities when they occur.
  • Draft and/or support the drafting of newsletter, success stories and other project outreach materials
  • Produce a P-CBA related Knowledge Product - content to be determined.
  • Manage, maintain, and develop P-CBA’s online presence, including the P-CBA website and social media accounts.
  • Deliverables
    • Successful delivery of four (4) in-country trainings
    • In-country training reports and in-country training evaluations
    • CBA Case Study Reports Work Plan Templates finalized; four (4) case study reports developed
    • Regular updates of the P-CBA, website including a publicly accessible database housing reference documents collected and generated during the program
    • Support to 2 consultants for the development and integration of a 10-credit module in USP curricula based on existing materials supported
    • Public education and outreach (PEO) materials, such as success stories, newsletter blurbs, and other communication materials, prepared on a continual basis
    • P-CBA bi-monthly/quarterly progress reports and a final summary/evaluation report
    • USAID Adapt Asia-Pacific reporting, communications and knowledge management products (per task 10 above).
    Reporting
    The Consultant will report to the P-CBA focal point in Suva (Marita Manley, GIZ) and coordinate with the USAID Adapt Asia-Pacific’s Chief of Party and with other members of the TWG. Experience and Qualifications
    • Relevant tertiary degree (economics, management, development, public policy, environmental management, etc.).
    • Strong project management skills.
    • Good relationships with key focal points.
    • Ability to bring multiple partners together to support a joint work program.
    • Experience of working with CROP agencies and other partners on program implementation.
    • Experience and knowledge of the Pacific Islands region.
    • Experience of applying cost-benefit analysis tools at national government level, preferably in Pacific Island Countries.
