International Business & Technical Consultants, Inc. IBTCI has served governments, private sector companies and several donor agencies in the practice area of monitoring & verifications (M&V) across many sectors including humanitarian assistance, WASH, food security, shelter, education, health, economic growth and democracy & governance.

POSITION SUMMARY

IBTCI is currently seeking an Amman-based IT Consultant for a Syria program. This is a half-time position based in Amman, Jordan, with possible travel to Ramallah. The project will establish and undertake independent monitoring of programs inside Syria, and aims to increase understanding of the outputs, progresses, challenges, successes, and lessons learned of the projects. Support the COP and DCOP in managing the third-party monitoring organizations in Syria:

Responsibilities will include:

  • Review current capabilities and design of technical tools (app and database platform) in use by SHMP and propose development of functionalities and features based on best IT practice among M&E practitioners.
  • Help trouble-shoot problems with technical tools, and propose solutions.
  • Travel as needed to provide advisory guidance on behalf of SHMP with Souktel coordinator(s) and technical software programmer staff in Ramallah, oPt.
  • Support COP and DCOP in outlining concrete plan for app and platform development and review through September 2016.
  • Provide ad hoc advice and guidance to SHMP management.

Level of Effort: Half-time for two months

POSITION QUALIFICATIONS

  • BA in IT related field
  • Jordanian Citizenship
  • Minimum 5 years of experience with IT systems specifically related to knowledge management in the monitoring and evaluation of development programs
  • Proficiency in Arabic required
  • Proficiency in English required
  • Experience working with all levels of staff, including strong interpersonal and relationship-building skills, oral and written communication
  • Strong computer and data analysis skills
  • Bachelor’s degree at minimum
