Background: The Literacy and Community Empowerment Program (LCEP) will provide an integrated package of community-based interventions designed to increase adult literacy, strengthen local governance, and develop leadership and economic empowerment and participation with a particular focus on women. LCEP will build upon the existing National Solidarity Program (NSP) being implemented by the Ministry of Rural Rehabilitation and Development (MRRD). UN-HABITAT is currently supporting the NSP?s implementation in 1,080 villages in six provinces.

With funding from USAID, Education Development Center (EDC) and UN-HABITAT have formed a partnership to develop an integrated program of support to rural communities that have completed at least 1 year of the NSP. LCEP activities will respond to four specific issues consistently raised as priorities by NSP communities:

(a) Strengthening Governance: Improve the participatory planning, leadership and management capacity of institutions at the village and their capacity to link to district level services and opportunities.

(b) Savings and Investment: Establish savings and credit self-help groups (SHGs), and village level governing bodies to implement community savings and investment activities.

(c) Introduce Micro-Enterprises Opportunities: Explore, identify and introduce appropriate micro-enterprises and new opportunities for communities to invest their savings and/or promote entrepreneurship.

(d) Promote literacy, numeric, critical thinking and reflection and other life skills that respond to specific community needs. LCEP will also help establish a national Teacher Training Institute that will support overall LCEP efforts in literacy, governance, savings and investment and micro-enterprise development at the local level.

The LCEP seeks to recruit a dynamic and highly qualified person to be responsible for the implementation of all four programme components in up to 50 villages. She/he will work with a team of District Trainers and Social Organizers and is supported by a reporting assistant and administrative assistant at the District Level.

Duties & Responsibilities: 1. Translation of presentations during training programs and workshops.

2. Interpretation of lectures from English into Pashto in workshops conducted by program \training advisor.

3. Translation of LCEP training materials from English into Pashto and vice versa.

4. Translation of curriculum and learning \ reading materials from English into Pashto.

5. Translation of Newsletters.

6. Materials Development.

7. Formatting / design of LCEP Pashto Training Materials.

Qualifications required: 1. Excellent written and oral communication skills in both (English & Pashto) languages.

2. Qualified translator and interpreter in English and Pashto.

3. Sound communication in Dari language is highly desirable.

4. Good computer skills ( esp. speedy Pashto typing & office automation).

5. Understanding the process of delivering training and development.

6. Having understanding about the Basic concepts of the community based developmental program.

7. Capacity to work effectively in a team environment.

8. Personal energy and capacity for hard work.

9. Self initiative and motivation.

10. He/she should have the capacity to translate Operational Manuals with sophisticated administrative and technical concepts and terminologies, but is also capable of translating training manuals for rural field staff by using a language that is appropriate for rural community settings.

11. Previous work experience with UN-Agencies or international NGOs will be preferred.
