Job Description

The Payroll Accountant will be responsible for leading the day-to-day operations of the payroll functions of the IBI, ensuring pay is processed on time, accurately, and in compliance with IBI policies and USAID financial regulations, guidelines, and reporting requirements. S/he will perform payroll reconciliation and other reporting tasks as assigned by the Controller.

Specific Responsibilities: Specific responsibilities include, but are not limited to:

  • Process payroll for all U.S. based employees and international staff (US Expats and TCN’s) accurately and timely, which includes collection of time data, performing necessary pay calculations in Excel, importing and validation of time data, batch reconciliation and other related tasks, using ADP and Intellix.
  • Enter all payroll data into QuickBooks accounting system.
  • Coordinate with Project Management Unit (PMU) to ensure all allowances and travel expense reports are processed per IBI and USAID policies.
  • Prepare excel file for all U.S. based employees for review by Controller and transmit files to ADP.
  • Manages year-end 1099 filing process.
  • Generate labor distributions report after each payroll cycle.
  • Prepare Schedule L for Incurred Cost Submission annually.
  • Collaborate with HR team to ensure accurate employee data is reflected in the payroll system.
  • Interact with all employees with payroll-related questions and concerns.
  • Organize and maintain comprehensive payroll files and ensure that all financial record retention is compliant with legal and donor agency requirements.
  • Complete special projects as requested and perform other duties as assigned.

Qualifications

  • Bachelor’s degree in accounting/finance
  • 1-3 years of relevant professional experience in payroll processing
  • Experience working with financial application software and related reporting tools.

Preference will be given to candidates with the following qualifications:

· Experience working at a U.S. federal government contractor.

· Knowledge of Department of State (DOS) allowance schedules.

· Experience using QuickBooks, Deltek Costpoint and/or ADP Workforce Now

· Strong Microsoft skills including advanced Excel.

· Excellent analytical and problem-solving skills

· Must be highly organized, detailed oriented, and result-driven

· Ability to manage workload and competing priorities essential

· Ability to work independently and with a team in a fast-paced and high-volume environment with emphasis on accuracy and timeliness.
