PEPFAR Country Coordinator

DUTY LOCATIONS: Haiti, Mozambique, South Africa, and Ethiopia

JOB SUMMARY:

The U.S. Department of State is the lead foreign affairs agency formulating and implementing the President’s foreign policy and representing U.S. interests throughout the world. Foreign Service PEPFAR Country Coordinators serve as the Embassy-based presence of the Department of State’s Office of the Global AIDS Coordinator (S/GAC). The PEPFAR Country Coordinator represents the PEPFAR program and policies of the U.S. Global AIDS Coordinator in the host country.

The PEPFAR Country Coordinator leads the U.S. government PEPFAR interagency team in the designated country in the conception, formulation, and recommendation of initiatives in response to the epidemic profile in the designated country. The Coordinator has responsibility for a PEPFAR program that is appropriate for the local context, and will contribute to epidemic control and to a sustainable national HIV/AIDS response.

The Coordinator ensures coordination and linkage of U.S. government bilateral assistance with those of the host country; other bilateral donors, particularly the Global Fund for AIDS, TB and Malaria; non-governmental organizations; and international multilateral organizations engaged in the fight against the global HIV/AIDS epidemic.

Be able to obtain a Top Secret Security Clearance, including country-specific authorization to serve in Haiti, Mozambique, South Africa, and Ethiopia.

Be able to obtain an appropriate medical clearance for service in Haiti, Mozambique, South Africa, and Ethiopia.

Be able to transfer post at any given time for the needs of the service, provided that appropriate

clearances can be secured.

Be able to obtain a Suitability Clearance, based on a review of the candidate’s record for conduct in accordance with suitability standards defined in Chapter 3 of the Foreign Affairs Manual.

DUTIES:

PEPFAR Country Coordinators lead the U.S. government PEPFAR interagency team in the designated country and ensure PEPFAR program fits within the regulations of the partner country government and aligns with international policies and recommendations;

are responsible for ensuring accountability, transparency and impact for the U.S. government resources directed to control the HIV/AIDS epidemic in country.

QUALIFICATIONS REQUIRED:

Requirements:

In addition to the general requirements for employment, applicants must hold a Master’s degree or higher in a relevant professional discipline such as Public Policy, Public Health, Business Administration or other related subjects which are required. Also applicants must have at least eight years of senior level experience managing HIV/AIDS, health, or other development programs. Of the eight years, at least five years must be managing and implementing HIV/AIDS programs or working with large complex international or domestic programs.

The PEPFAR Country Coordinator must demonstrate the following abilities:

Responsible for promotion of sustainable country programs;

Ability to track large amounts of data and manage complex interagency planning reporting and

performance processes;

Work with partner government to strengthen capacities to lead the response to the epidemic and other health demands;

Expand prevention, care and treatment in both concentrated and generalized epidemics.

Integrate and coordinate HIV/AIDS programs with broader global health and development programs to maximize impact on health systems;

Ability to mediate interagency conflicts and facilitate decisions on complex technical, programmatic, strategic and financial issues;

Ability to empower PEPFAR team members to apply available resources and expertise to addressing the local epidemic;
