Job Description
ICF international is seeking a data exchange developer to support system strengthening work on monitoring and evaluation systems for our USAID client within the International Health Division.
The position is based in our office in Rockville, MD with frequent travel to our DC office for meetings with stakeholders and other ICF staff.
Key Responsibilities
Collaborating with various stakeholder developers/programmers working on data exchange activities related to M&E reporting systems such as the Data for Accountability, Transparency and Impact system (DATIM).
Heavy contribution and involvement in technical discussions about key systems architecture pieces necessary to build out foundational elements to facilities data exchange.
Bringing knowledge and experience of best practice from past experience with data exchange projects.
Developing and programing foundational XML/XSLT schemas, APIs, web services and other components to be utilized by 3rd party to import and export data to/from DATIM.
Assist with the documentation activities to facilitate 3rd party developers’ smooth interaction with data exchange components.
Required Qualifications:
Bachelor’s degree in computer science, software engineering, information systems or related technology field.
3 years’ work experience primarily focused on building system architectures to facilitate data exchange.
3 years of experience developing Web Services and APIs implementing REST, SOAP, JSON, JQuery, XML and XSLT.
3 years web programing experience using Java, PHP or .NET.
Preferred Experience:
Previous DHIS2 (District Health Information System) experience as a programmer/developer.
Experience working with or in low technology resource environments.
Willingness to travel internationally about 30%.
Interest in and commitment to international development outcomes.
Proficient in the French language.
Professional Skills:
A strong self-starter especially in self-teaching and exploring new programming languages and technical concepts.
Ability to work cross-culturally.
Excellent verbal, interpersonal and written communication skills.
Strong analytical, problem-solving and decision making capabilities.
Team player with the ability to work in a fast-paced environment.
