Job Description

Background

SoCha is seeking monitoring, evaluation, and learning (MEL) expertise, as well as training services, to strengthen the ability of our clients to execute the program cycle. This activity has three primary objectives:

  1. Improve capacity to design, implement, and monitor strategy.
  2. Increase effectiveness of evaluations and assessments.
  3. Improve learning capacity throughout the program cycle.

SoCha is seeking a full-time, qualified individual to fill the role of Performance Monitoring Specialist. The Performance Monitoring Specialist position will be based in Yangon, though activities will occur across Burma and in Bangkok, Thailand. This position is contingent on approval.

Scope of Work

The Performance Monitoring Specialist will provide technical guidance and support around all aspects of monitoring. Responsibilities will include:

  • Rolling out and institutionalizing third party monitoring and remote monitoring techniques for multiple activities.
  • Leading capacity building and providing technical guidance for complexity aware monitoring.
  • Updating and providing technical guidance for the MEL plan.
  • Monitoring reporting and indicator tracking, including DIS use.
  • Liaising with implementers on monitoring and GIS.
  • Support for the MEL plan and report, data quality assessments, and/or oversight of similar tasks.
  • Linking strategy performance with the learning agenda.
  • Developing visualizations and mapping tools to communicate performance objectives.

Minimum Qualifications and Experience

  • Master’s degree in international development or relevant field.
  • At least eight (8) years of experience in MEL in international and community development programs.
  • Experience in third party monitoring.
  • Demonstrated understanding and application of international development policy and best practices in MEL and learning.
  • Prior work experience in non-permissive environments.
  • Experience and skills in facilitation highly desired.
  • GIS experience desired.
  • Strong analytic, interpersonal, and organizational skills.
  • Excellent oral and written communication skills in English.
