Project: Technical assistance to the National Legal Aid Service of The Department of Justice under the Programme for Legal Empowerment and Aid Delivery (PLEAD) Engagement: Long-term Start: February 2020 Location: Kenya Project description

The overall objective of the PLEAD Programme of which this contract will be a part is to develop an integrated approach at central and local level aimed at equality of all before the law, through improved access to and the expeditious delivery of justice, particularly in high-risk counties in Kenya.

The purpose of this contract is to support the DoJ in the implementation of the newly adopted Legal Aid Act and to support the overall coordination of and collaboration between actors in the PLEAD programme.

The expected results are as follows:

  • Support to the DoJ in the roll-out of legal aid services in the 12 Focal Counties of the project (i.e. support the implementation of the programme estimate under outcome 1). This is the primary result to be achieved.
  • Creation of an effective link between the DoJ and the other actor under Outcome 1, Amkeni Wakenya (UNDP), in achieving that outcome.
  • Creation of effective linkage with the other components (Outcome 2, 3 and 4) of the project (support to the Judiciary, ODPP, KPAS, KWPA, and NCAJ implemented by UNODC). Particular attention needs to be given to the impact of legal aid on court caseloads in the 12 Focal Counties of the project, and the lessons learnt by CSOs from legal aid, for policy making by NCAJ on alternative dispute resolution mechanisms.
  • Support to the Project Steering Committee (PSC)
  • Oversight of the full and effective implementation of the total TA Package (including STTAs).
Qualifications and skills
  • University level education (master’s degree) in law or other relevant discipline;
  • Fluency in spoken and written English;
  • Facilitation and communication skills are crucial.
General professional experience
  • Preferably 10 years’ experience in international development cooperation, but a minimum of 7 years required.
Specific professional experience
  • Preferably 5 years’ experience in supporting the Justice Public Administration in a senior or advisory capacity in a development country, but a minimum of 3 years required;
  • A minimum of 3 years working experience with Legal Aid policy and/or provision in a development country;
  • A minimum of 3 different working experiences in drafting or implementing Programme Estimates, of which at least one experience supporting the day to day implementation of a Programme Estimate (for example being a programme Imprest Administrator or supporting the Imprest Administrator);
  • Experience in the management of technical assistance experts including familiarity with and drafting of terms of reference;
  • Knowledge of the Kenyan “access to justice” context would be an added advantage.
