Job Description

OBJECTIVES OF THE PROGRAMME:

The Administration and Finance Department provides the administrative and financial services to all the regional activities and programme to facilitate the achievement of WHO objectives. The Personnel unit provides effective personnel management support and services to the Region’s technical programmes.

Reporting to the Regional Personnel Officer, incumbent has responsibility for the supervision of operations of the Administration sub-unit, including contracts administration, counselling of staff members, interpretation and application of Staff Rules and policies on staff entitlements, provision of analytical support for cost of living surveys and other studies, classification of posts, briefing, staff development and learning, preparation of appeal cases for various appeal fora, viz., Regional Board of Appeal (RBA), HQ Board of Appeal and ILO/Administrative Tribunal (AT).

Description of duties:

Under the supervision of the Regional Personnel Officer, the incumbent will: 1. Supervise the work of the Administration sub-unit, plan work schedules, delegate work assignments, review workloads, guide, support staff and ensure smooth work flow, including improvements to the sub-unit operations and proposing enhancements to operational procedures, forms and computer applications to operational procedures for SEARO-wide use. 2. Provide advice and guidance to staff members on entitlements and all personnel related matters, determine entitlements, review problem cases and make appropriate recommendations. 3. Monitor the movements in the local prevailing conditions relevant to the GS employment conditions, the movements in the Cost of Living (COL) and living condition factors relating to professional staff, arrange for compilation of data, prepare the necessary reports and information material, as required. 4. Provide analytical and documentary support for the conduct of GS salary surveys and COL surveys, various reviews and studies. 5. Analyse and process post classification requests; undertake desk audits, prepare desk-audit reports and classification analyses, as necessary; brief staff/units on classification procedures and on writing of post descriptions. 6. Organize briefing activities and GS staff training within the framework of Staff Development and Learning (SDL); serve as Secretary, SDL Committee. 7. Prepare Administration’s statements of appeal, rejoinders/surrejoinders, etc. for presentation at Regional Board of Appeal, HQ Board of Appeal and advice Legal/HQ in appeal cases with ILO/AT. 8. Replace the Regional Personnel Officer, as required. 9. Perform other related duties, as required.

REQUIRED QUALIFICATIONS

Education: University degree in personnel management, public or business administration. Industrial relations, psychology or other special sciences. Training in the field of Personnel Management. Skills: Knowledge of personnel administration theories and practices; very good inter-personnel and communication skills; ability to analyse and present information or draft material in a clear and logical manner. Desirable: Computer literacy and knowledge of automated personnel system, an advantage.

Experience: Considerable personnel experience preferably in wide ranging duties, at national level; several years experience at international level in an international agency or commercial organization.

Languages: Excellent knowledge of spoken and written English. Annual salary: (Net of tax) US$ 51,395 at single rate US$ 55,060 with primary dependants Post Adjustment: 39.5 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
