GH-TAMS is seeking Filipino national candidates for an International Health Regulations/ Health Security consultancy at six-months duration with USAID/ Philippines. The consultancy will be based in the Philippines at 130 days of effort. Start date is approximately August 28, 2023. Some internal travel in-country is envisioned (tentatively October/November and january/February). The consultant will be seconded to the Epidemiology Bureau of the Philippines Department of Health in Manila.
Background:
Philippines as a Global Health Security (GHS) intensive support partner, and as such the Mission needs to support the Philippines’ Department of Health and other partners in the implementation of international health regulations (IHR) commitment to have or to develop minimum public health capacities to implement the IHR (2005) effectively. The DOH Department of Health Epidemiology Bureau (DOH-EB) have developed a draft National Action Plan on Health Security (NAPHS) that identify areas of collaboration and strengthening across the different technical areas based on the JEE and SPAR assessment. The NAPHS implementation will be supported by the consultant and will work directly with DOH EB IHR team. The consultant will be seconded to the DOH-EB.
To support the Department of Health (DOH) Epidemiology Bureau- IHR team, Disease Prevention and Control and other relevant offices, to address key IHR commitments and in the finalization, implementation and monitoring of the NAPHS 2 year operational plan.
Role and Responsibilities:
1) Help follow-up Philippine Interagency Committee for Zoonotic Diseases working grup (PhilCZ TWG) leads (and participating agencies) on their inputs to the NAPHS monitoring tool, including participation in costing exercises
2) Help prepare info materials on IHR (2005) and NAPHS for wide dissemination among the agencies and other stakeholders at national and subnational levels
3) Co-develop policies, plans, terms of reference and strategies for implementation of International Health Regulations (IHR) requirements at country and sub-national levels, including conduct of evidence and policy reviews
4) Assist in revising/drafting the Joint Administrative Order on reconstitution of the PhilCZ TWG members, including vetting specific names from the concerned bureaus/agencies of DA, DENR, DOH
5) Monitor rollout and implementation of the NAPHS operational plan
6) Other tasks to be discussed with the EB IHR team related to strengthening One Health collaboration across different sectors.
Qualifications:
- Must be a Filipino citizen. Must be willing to travel throughout the Philippines.
- Minimum Level IV (Fluent) English and proven ability to communicate quickly, clearly, and concisely, both orally and in writing.
- Degree in Medicine (MD), Veterinary Medicine (DVM) or a master’s degree in Epidemiology, Public Health, or relevant technical field.
- The Consultant is required to have at least five years of progressively responsible experience in One Health, Animal Health, Public Health, or Epidemiology. Prior experience working with a bi-lateral or multilateral donor in development programming is required. Direct experience working on the GHS activities or implementation is also highly desirable.
- Professional knowledge of a broad range of infectious diseases, one health, antimicrobial resistance, health systems, and development issues; knowledge of the Philippines cultural/work environment. Knowledge of how to engage with senior level executives and officials in government and development sector contexts, and to build trust-based relationships with mid-level technical staff. Ability and experience engaging with technology entrepreneurs, researchers, and innovators.
- Knowledge of working with stakeholders across the public, private, and nonprofit sectors. The applicant must possess strong management, negotiation, collaboration, team building, networking, and interpersonal skills. Candidate must have a proven ability to work independently with minimal supervision. Strong interpersonal skills are required to establish and maintain strong contacts/relationships with counterparts to explain DOH objectives and procedures to other government officials, private businesses, corporations, foundations, NGOs, and other non-traditional development. The incumbent must also have a high degree of technical, analytical, and quantitative skills in scientific approaches and in analysis of development activities and policies.
- Exceptional leadership, communication, and interpersonal skills and demonstrated ability and willingness to function collaboratively and productively as both a leader and a member of a multi-disciplinary and multi-cultural team and must have the ability to work effectively in a team environment to achieve consensus on policies, activities, and administrative matters and to influence relationships positively.

GH-TAMS technical assistance supports over 65 Missions and 19 GH Offices and other Bureaus covering a broad range of technical areas and cross-cutting issues such as HIV/AIDS, family planning, MNCH, infectious disease, TB, health finance, reproductive health, organizational development, OVC, project design, facilitation, M&E and strategic planning.
Project assignments are located in Washington D.C. and worldwide in Africa, Asia and elsewhere. Assignments typically range from two weeks to six months in duration.
