SUMMARY:
As a Physical Security Specialist, you will be responsible for
providing support to all USAID missions in assigned geographic areas, to include inspections, travel, reports, security design, and security project management. AS well as design, install and oversee security systems to counter terrorist attacks and other acts of violence against USAID facilities and personnel and develop policy promulgating physical security standards overseas. This position is located in the Office of Security, International Security Programs Division.

KEY REQUIREMENTSAs a Physical Security Specialist, you will: Coordinate a wide variety of sensitive and complex tasks encompassing the entire spectrum of the security/investigative field. Plan and implement a comprehensive security program for overseas activities that is directed towards the protection of personnel, facilities, and residences; the safeguarding of classified national security information (CNSI) and Sensitive But Unclassified (SBU) information; and, the conduct of security inspections of Agency overseas facilities to insure compliance with established security requirements. Plan and develop comprehensive security funding requirements for agency overseas facilities, and recommends funding allocations for overseas security projects. Conduct liaison with the Department of States’ Bureau of Diplomatic Security, Bureau of Intelligence and Research and others concerning the full spectrum of overseas security issues. Serve as a technical authority for department-wide telecommunications, information, and personnel security systems. Provide a high level of safety, security, and operational guidance to USAID’s implementing partners (Contractors and grantees) that do not fall under Chief of Mission (COM) authority. Perform key decision-making and policy-developing responsibilities in very difficult assignments, such as planning for Significantly new or far-reaching security program requirements, or resolving problems in existing security systems and programs requiring innovative solutions.

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: advising facility security personnel on matters requiring clear-cut explanations of regulations and procedures; collecting information, interviewing workers, observing physical conditions and related activities concerned with violations and compromises; and inspecting facilities ensuring security processes and methods are applied effectively to operating security programs.
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. Examples of qualifying specialized experience at the next lower level for this position includes: interpreting new policy issuance for application in a variety of environments and locations; serving on inter-agency or inter-organization committees and groups to identify and resolve security issues; and providing authorative interpretations and guidance to management officials and other security specialists for resolving issues involving conflicting security requirements.
