Job Description

Function:

Under the supervision of Country Director, the Planning, Monitoring and Evaluation Manager (PM&E Manager) has overall responsibility for coordination of all planning, monitoring and evaluation activities in the Heifer Malawi Country Program. The PM&E Manager ensures that the Country Program (CP) has a sound PM&E system that is in synchronicity with the Heifer International’s PM&E systems and organization-wide goals, as well as those required by program donors so that Heifer’s global indicators and evaluation principles are incorporated into all project evaluation plans. The PM&E Manager ensures that there is a reliable, up-to-date database of information of all program work and is responsible for the timely and accurate production of all project reports.

Responsibilities:

  1. Facilitate development of project and CP operational plans.
  2. Work with other CP teams and staff members to develop Heifer Malawi’s electronic and paper-based monitoring system. Manage the program information database.
  3. Develop and implement data collection techniques and tools, including working with external service providers to develop other relevant management information systems.
  4. Train program teams to use data collection tools and techniques, including ongoing mentoring and support.
  5. Analyze data to track project and program progress against agreed targets and log-frames.
  6. Keep up-to-date on developments in monitoring systems, including the use of mobile tools for data collection, in Malawi and beyond.
  7. Monitor project progress, ensuring that implementation is in harmony with the project/program specific operational plans, and report regularly on all activities.
  8. Guide and coordinate all M&E activities and accordingly assign roles for staff, project participants and partners.
  9. Develop and implement evaluation plans for all projects and for the Malawi Country Office as a whole.
  10. Manage evaluation processes, including liaising with external stakeholders and service providers, creating terms of reference and evaluation guidelines, and ensure that baseline studies are conducted for all projects and that information is stored for future use.
  11. Prepare reports for internal and external audiences based on data from monitoring and evaluation processes. Discuss emerging issues from project progress and evaluation reports, and coordinate the development and follow up of action plans for recommendations.
  12. Design and implement a system to identify, analyze, document and disseminate lessons learned from program and project activities. Share evaluation results with all relevant CP teams and ensure that lessons from evaluations are incorporated into the development of all new projects.
  13. As required, work with Heifer International and other Heifer offices to share lessons and to align Heifer Malawi’s monitoring and evaluation principles and plans to those of the organization as a whole.
  14. Develop and coordinate an overall framework and calendar (including guidelines and procedures) for Heifer International Malawi project and program monitoring and evaluation.
  15. Ensure that all project M&E plans and log frames align with the organizations overall Theory of Change, goals and targets. With the Director of Programs, assist project teams to prepare and implement project-specific targets and plans for data collection and monitoring.
  16. Act as an administrator of the Heifer International online project information management system, and assist other teams and staff members to use the system correctly.
  17. Assist administration and program teams to create and manage central filing system for all program information.
  18. Manage service providers to ensure value for money and timely supply of materials and services.
  19. Work with other Heifer staff to ensure adherence to Heifer principles and promote Heifer’s visibility.
  20. May perform other job-related responsibilities as assigned by the Country Director.

Minimum Requirements:

Bachelor’s Degree in social science with five (5) years of related experience.is required.

Preferred Requirements:

  1. Master’s degree is preferred
  2. Five (5) years of PM&E experience.

Most Critical Proficiencies:

  • Strong communication skills both in English and other local languages of the cluster area.
  • Knowledge of the non-profit sector and the context to which non-profit organizations operate.
  • Excellent understanding of poverty, hunger and environmental issues at a local and global scale.
  • Intermediate knowledge of crosscutting issues such as gender equity and HIV/AIDS.
  • Strong functionality with computers and software, particularly Microsoft Office Suite (e.g.: Access, Word, Excel, PowerPoint, Outlook) and any specialized PM&E software.
  • Excellent organizational skills.
  • Thorough familiarity with principles and current approaches to planning, monitoring and evaluation of relief and development programs using both quantitative and qualitative methods.
  • Strong facilitation skills.

Essential Job Functions and Physical Demands:

  • Ability and willingness to travel within the country and possibly internationally often at short notice.
  • May require constant sitting and moving; working in front of a computer for extended periods of time.
  • Ability to carry and lift up to 20 pounds (9 kilograms) floor to waist.
  • Excellent interpersonal skills with the ability to work cooperatively, tactfully, and diplomatically with a culturally diverse group of people.
  • Producing and presenting documents in a well-designed and attractive format with superior attention to detail.
  • Willingness to work a flexible schedule.
  • Ability to manage and execute multiple tasks with unexpected interruptions.
  • Proven ability to be a clear, effective, and timely communicator with colleagues, donors and the general public using various electronic communication technologies, as well as face-to-face and via telephone.
