Job Purpose
As a member of the NA Country Cluster Team, the overall purpose of this position is to contribute to the quality of monitoring and evaluation practice, in the process growing and maintaining a culture and practice of credible, reliable, timely, and cost-effective project cycle management for IFRC’s multilateral work in NA. As well as to ensure that the NA regional office offer strong technical guidance to National Society PMER capacity. This will result in better information for management decisions, and strategic planning, as well as accountability and learning.
Job Duties and Responsibilities
Enhance Monitoring practices
- Support Country and Cluster offices to set up best monitoring and evaluation practice and to support quality and accountability standards, as requested.
- Monitor key figures (Covid 19 active cases and fatalities), maintain updated graphs accordingly and share information daily.
- Provide technical support in the development and/or finalization of emergency and develop plans to insure M&E activities are properly planned and budgeted for
- Monitor, collect, store, and manage key numbers, Programs and related activities information in NA Region.
- Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
- Promote innovative data collection and management.
- Provide technical review and support to ensure that cross cutting issues such as participation, gender, age and disability are effectively addressed/ mainstreamed in all project implementations as part of ensuring accountability according to IFRC standards
Strengthening the result-based management capacities for NA National Societies
- Support in developing the M&E System towards effective & efficient performance management as well as sustainable impact evaluation and provide guidance to staff and partners in their use;
- Facilitate related training for NS staff, and if relevant to NS volunteers, using existing movement approaches and expertise and other relevant practices and materials;
- Provide hands-on technical assistance to NS PMER specifically with regards to data collection and analysis
- Provide technical support to NS partners in developing and using indicators and M&E plans, in close coordination with the MENA Regional PMER Manager;
- Promote IFRC online M&E resources;
- Assess the usefulness, relevance and effectiveness of the tools, guidelines and best practices;
Help ensure timely and quality Federation planning and reporting As part of the PMER regional team in NA:
- Provide support to annual planning process, working with regional, cluster and country offices;
- Help in determining performance and impact measurements tools
- Ensure the quality of emergency narrative reports for DREF and Emergency Appeal operations;
- Ensure reporting deadlines are met and publish operation and emergency documents;
- Provide professional support and quality insurance to improve the timely delivery of Emergency Appeals and DREF operational plans;
Promote quality and reliable evaluation
- Provide support for the development/review of evaluation TORs;
- Support and take part in reviews/ evaluations and lessons learned workshops for emergency operations according to the IFRC\u0027s Evaluation Framework.
Other relevant tasks as required:
Produce info graphics for National Societies and donors upon request, with inputs from NA & MENA IM / Health / PSS / WASH focal points.
Support to NA senior management;
Ensure effective working relationships with National Societies;
Education
- Bachelor’s degree in social sciences, international development, or related field-Required
- Further training in PMER or related area- Required
Experience
- Minimum of 5 years relevant experience in PMER for an international Organisation-Required
- Strong interest in humanitarian and development work-Required
- Knowledge of IFRC and National Society operating environment.-Preferred
Knowledge, skills and languages
- Strong background in report-writing and product delivery to tight deadlines. Ability to write, edit and analyse complex reports in both English and Arabic-Required
- Sound background of social research methodologies, including a highly developed analytical and communication skills and ability to assimilate and process information for wide-ranging audiences-Required
- Excellent computer skills. (e.g. Microsoft Outlook, Word, Excel, Adobe Acrobat). Ability to perform page-layout, incorporating text, photos and other graphic elements for a printed page-Required
- Excellent verbal and written communication skills in English-Required
- Sound understanding of basic project finance (e.g. ability to explain variance between budgeted and actual expenditure)-Required
- Knowledge and commitment to Red Cross Red Crescent Fundamental Principles, and ability to model those Principles in relationships with colleagues and partners and translate them to development practice-Required
- Basic understanding of legal framework of humanitarian operations, as well as gender, protection, social or human vulnerability issues-Required
- Excellent inter-personal skills and cultural sensitivity-Required
- Ability to work well under pressure and a willingness to work on weekends and during holidays if required-Required
