Job Description
SUMMARY
The incumbent is responsible to the Programme Manager for the development, periodic review, standardisation, cross-functional alignment and validation of all CEPS Programme plans, policies, procedures, and exercises.
The incumbent shall act as the primary adviser to the Programme Manager on plans and policy issues, particularly on matters related to the strategic positioning of the CEPS Programme in relation to NATO, NSPA and relevant external entities. More precisely, the incumbent is responsible for performing the following functions:
RESPONSIBILITIES
General Responsibilities
- Coordinating and developing Programme specific plans and policies in support of NATO military requirements, in peacetime, crisis, and war with a focus on crisis management and continuity of operations including liaison function with the appropriate entities at NATO HQ and with the Strategic Commands.
- Coordinating and producing Programme activity reports, including those for the CEPS Programme Board, the Petroleum Committee and CEPS contribution to NSPA annual reports.
- Coordinating and elaborating Programme Office planning documents, including the CEPS contributions to NSPA Strategic Direction (SD), and the CEPS Annual Operating Plan.
- Managing the serious incident reporting CEPS-wide procedures; consolidating, disseminating, and maintaining common operating picture for critical information requirements supporting the operational readiness of the network.
- Coordinating the development and implementation of special cross-functional projects with Programme Office wide relevance, such as Risk Management, Business Continuity and Quality Management System.
- Representing the Programme Office at committees or Working Groups (WGs) at NATO HQ level, as assigned.
- Representing the Programme Office at the NATO Petroleum and other courses sponsored by the Strategic Commands in NATO or any other fora.
- Acting as the main adviser to the Programme Manager on all matters related to the strategic positioning of the Programme in relation to NATO, NSPA, and relevant entities with an interest in its mission and activities.
- Performing Travel on Duty (TDY) as required.
- Performing other related functions as required in peacetime and any other appropriate functions assigned in times of crisis or war.
- In the event of crisis or war the incumbent will, subject to the agreement of their national authorities, remain in the service of the Agency.
Specific Responsibilities
- Coordinating and monitoring the implementation of the Programme Office Operating Instructions (OIs) in relation to the reporting of CEPS incidents, and proposing changes as required.
- Liaising and coordinating with the NSPA Corporate Communications Office (HQ-AC) on all matters referring to the Programme Office public information actions or policies
QUALIFICATIONS
General Qualifications
- Master’s degree or equivalent in a technical field (engineering) or in public or business administration.
- Broad experience in a high-level executive staff position acquired in a sizeable institutional organisation, preferably in an international environment.
- Excellent writing and presentation skills.
- Experience in maintaining good liaison with various national and international authorities.
- Strong and effective communication and interpersonal skills and excellent negotiation abilities.
- Ability to facilitate/present persuasively to gain buy-in and effective negotiations skills to achieve desired outcomes including network expansion, reactivation, deactivation.
- Ability to multi-task, manage time and work effectively under pressure while producing high-quality products under short-notice deadlines.
- Knowledge of information systems at end-user level with experience in using personal computers and software packages.
Specific Qualifications
- Excellent knowledge acquired through considerable experience with the NATO structure and its decision making process.
- At least five years of experience in preparing and defending written plans, policies and procedures in front of approving authorities.
